We are currently seeking a Senior Health & Safety Officer to join our team, this is a Permanent - Full Time position at our Simberi Operation. Your work location is Papua New Guinea, working a 21/14 Roster from Kavieng, Rabaul, Port Moresby, Lae, Mt Hagen, Buka, Madang, Goroka, Alotau, Wapenamanda, Popondetta, Hoskins, Wewak, Vanimo & the Tabar group of Islands. Reporting to the Exploration Superintendent, the Senior Health & Safety Officer is responsible for leading and implementing health, safety, and environmental (HSE) practices across exploration activities to ensure a safe and compliant working environment. The role provides guidance, monitoring, and support to exploration teams to ensure all operations are conducted in accordance with company HSE policies, industry standards, and regulatory requirements.

The opportunity

Technical accountabilities 

  • Implement and monitor Health, Safety, and Environmental (HSE) management systems across exploration activities to ensure compliance with company policies and regulatory requirements.
  • Conduct regular site inspections, audits, and risk assessments at exploration sites to identify hazards and ensure appropriate control measures are implemented.
  • Lead incident investigations, prepare reports, and ensure corrective and preventive actions are effectively implemented.
  • Provide technical advice and guidance to exploration teams on safe work practices, hazard identification, and risk mitigation.
  • Ensure exploration activities such as drilling, field mapping, sampling, and camp operations comply with established safety procedures and standards.
  • Facilitate and support the development and review of Job Safety Analyses (JSAs), Safe Work Procedures (SWPs), and risk assessments for exploration tasks.
  • Monitor contractor and employee compliance with HSE standards and site-specific safety requirements.
  • Deliver safety inductions, toolbox talks, and HSE training to exploration personnel and contractors.
  • Maintain accurate HSE records and documentation, including incident reports, safety inspections, training records, and compliance reports.
  • Support emergency preparedness by ensuring exploration teams are trained and equipped to respond to emergencies in remote field locations.
  • Monitor environmental practices within exploration programs to minimize environmental impact and ensure compliance with environmental management plans.
  • Contribute to continuous improvement initiatives by analyzing safety performance trends and recommending practical improvements to HSE systems and processes.

Scheduling accountabilities

  • Plan and schedule regular HSE inspections, audits, and safety monitoring activities across exploration sites.
  • Coordinate and schedule safety inductions, toolbox meetings, and HSE training sessions for exploration personnel and contractors.
  • Ensure timely review and update of risk assessments, Job Safety Analyses (JSAs), and Safe Work Procedures (SWPs) in line with exploration work schedules.
  • Monitor exploration program timelines and ensure appropriate HSE support is available for all field activities.
  • Schedule and participate in pre-start meetings and planning sessions to ensure safety considerations are integrated into exploration activities.
  • Coordinate incident investigations and ensure corrective actions are implemented within required timeframes.
  • Plan and facilitate emergency response drills and preparedness activities for exploration teams.
  • Ensure timely preparation and submission of HSE reports, inspection findings, and compliance documentation to management.
  • Align HSE monitoring activities with exploration campaign schedules to ensure continuous safety oversight.

People accountabilities

  • Contributing to the development of capability within the team/crew.
  • Promote and foster a strong safety culture within exploration teams by leading by example and reinforcing safe work practices.
  • Provide guidance, coaching, and support to exploration personnel and contractors on health and safety matters.
  • Work closely with exploration supervisors and team leaders to ensure safety standards are understood and consistently applied.
  • Facilitate safety meetings, toolbox talks, and training sessions to improve awareness and compliance with HSE requirements.
  • Encourage proactive hazard reporting and ensure employees are actively involved in risk management and safety initiatives.
  • Support the development and mentoring of junior HSE personnel and field staff in safety procedures and best practices.
  • Build strong working relationships with internal departments, contractors, and stakeholders to ensure effective HSE coordination.
  • Address unsafe behaviors promptly and provide constructive feedback to ensure continuous improvement in safety performance.
  • Assist management in communicating HSE expectations and ensuring accountability across exploration teams.

Essential

  • Behavior consistent with St Barbara’s Values.
  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Geology, or related field.
  • Minimum 5–7 years’ experience in Health, Safety, and Environmental (HSE) management, preferably within mining or exploration operations.
  • Strong knowledge of occupational health, safety, and environmental regulations, standards, and best practices.
  • Proven experience in risk assessments, incident investigations, and safety audits in remote or field operations.
  • Ability to develop, implement, and monitor HSE management systems and procedures.
  • Strong communication and interpersonal skills to influence and engage field personnel and contractors.
  • Competency in conducting safety training, inductions, and toolbox talks.
  • Proficient in preparing HSE reports, maintaining records, and reporting to management.
  • Experience with emergency preparedness and response in field or exploration environments.
  • Ability to work in remote locations and adapt to challenging field conditions.
  • Relevant Industry certificate or diploma in WHS.
  • An excellent knowledge of Emergency response and Mine Rescue.
  • At least 6 years relevant Mining Industry experience with 3 years in a supervisor or Leadership role.
  • Current PNG Drivers Class 6 License.
  • Knowledge of statutory training/assessment requirements.
  • Demonstrated high level of computer literacy (MS Office, TMS, Pronto, INX, HSE management systems).

Desirable

  • Willingness to work in remote exploration sites on a FIFO roster.
  • Cert IV Workplace Health & Safety.
  • Certification in HSE management systems (e.g., ISO 45001, ISO 14001).
  • Experience in exploration drilling operations and associated field practices.
  • Knowledge of mining-specific software or HSE reporting tools.
  • Previous experience mentoring or leading junior HSE staff.
  • Experience with contractor management and compliance monitoring.
  • Understanding of cultural and community engagement in remote exploration sites.
  • Familiarity with budget management for HSE programs and initiatives.
