We are currently seeking a Business Development Officer to join our team on a permanent full-time position at our Simberi Operation. Your work location is Papua New Guinea, working a 21/14 Roster from Kavieng, Rabaul, Buka, Port Moresby, Lae, Mt Hagen, Madang, Goroka, Alotau, Wapenamanda, Popondetta, Hoskins, Wewak, Vanimo, or Tabar group of Islands. Reporting to the Community Relations Superintendent, the Business Development Officer is responsible for supporting the development, growth, and long-term sustainability of landowner-owned businesses and enterprises linked to Simberi Mine operations. The role ensures that landowners actively participate in spin-off and supply chain business opportunities generated by mining activities, with the goal of building viable, profitable, and sustainable enterprises that can operate beyond the life of the mine. The position plays a key role in strengthening economic empowerment, entrepreneurship, and local business participation within mine-impacted communities.

Role Accountabilities
1. Business Opportunity Identification & Development
- Identify and assess business opportunities linked to Simberi Mine operations, including:
- Supply chain services
- Logistics and transport
- Catering, cleaning, and camp services
- Maintenance and support services
- Small-scale commercial enterprises
2. Landowner Business Establishment Support
- Assist landowners in establishing legally registered business entities.
- Guide landowner groups through:
- Business registration processes
- Governance structures and company setup
- Compliance with regulatory requirements
- Support transition from informal groups to formal business entities.
3. Business Planning & Financial Development
- Support development of:
- Business plans
- Operational strategies
- Financial models and budgeting tools
4. Entrepreneurship Promotion & Awareness
- Promote entrepreneurship and business ownership among landowners and community members.
- Conduct awareness programs on:
- Business opportunities linked to mining operations
- Benefits of formal business participation
- Long-term economic independence beyond mining revenues
5. Training, Mentoring & Capacity Building
- Design and deliver training programs on:
- Business management
- Financial literacy
- Marketing and customer relations
- Basic accounting and record keeping
- Operations and compliance
6. Workshop Facilitation & Skills Development
- Organize and facilitate business development workshops for landowners.
- Engage external trainers, agencies, and development partners where required.
- Strengthen technical, managerial, and leadership skills of landowner entrepreneurs.
7. Market Access & Procurement Support
- Assist landowner businesses in accessing procurement and contract opportunities within SGCL.
- Support preparation of tender submissions and vendor registration processes.
- Facilitate linkages between landowner businesses and external markets.
- Promote fair and transparent participation in procurement processes.
8. Business Sustainability & Ethical Practices
- Promote sustainable and ethical business practices among landowner enterprises.
- Encourage compliance with:
- Company procurement policies
- Legal and tax requirements
- Environmental and social standards
- St. Barbara’s policy on modern slavery
9. Monitoring, Evaluation & Reporting
- Track performance and progress of landowner businesses.
- Maintain records of supported enterprises, training activities, and outcomes.
- Prepare regular reports on business development progress and challenges.
- Identify risks and opportunities for improvement in landowner business performance.
- Keep a compliance register of all landowners owned businesses according to their clan’s origin

Essential
- Behaviour consistent with St Barbara’s Values
- Bachelor’s degree in Business Administration, Economics, Commerce, Entrepreneurship, or related field
- 5–8 years’ experience in Business development, SME support, or economic empowerment programs
- Strong business development and financial analysis skills
- Knowledge of SME development and entrepreneurship principles
- Training and facilitation skills
- Stakeholder engagement and mentoring capability
- Prior experiences working in similar role in the mining industry.
- Understanding of procurement and supply chain systems
Desirable
- Current PNG Drivers Licence (preferable)
