We are currently seeking a Contracts & Procurement Superintendent to join our team in a permanent full-time position at our Simberi Operation. Your work location will be Simberi, Papua New Guinea, working a 21/14 Roster from Kavieng, Rabaul, Port Moresby, Lae, Mt Hagen, Madang, Goroka, Alotau, Wapenamanda, Popondetta, Hoskins, Vanimo, Wewak or the Tabar group of Islands. (Locals are encouraged to apply).

Reporting to the Manager Commercial, the purpose of this role is to lead the site-based sourcing, procurement and contracts function for Simberi operation. You will do this by identifying commercial opportunities, developing strong stakeholder and supplier relationships, assisting to establish and maintain effective commercial processes and providing guidance to stakeholders regarding compliance.

The opportunity

Role accountabilities

  • Work closely with internal stakeholders to understand and deliver upon the procurement and commercial needs of the business.
  • Development and execution of Expression of Interest (EOI), Request for Tender (RFT) and various forms of goods and services agreements in accordance with the needs of the business.
  • Work closely with the Simberi Community Relations team in establishing and managing commercial processes with local businesses, and ensuring compliance to company policy.
  • Maintaining a sustainable approach to contract management and supplier relationship management (SRM) for strategic site related contracts by measuring and ensuring agreements relating to price, quality of service and delivery guidelines are honoured, mitigating risk of underperformance.
  • Initiating, leading, and driving outcomes for procurement projects, using should cost modelling and fact-based negotiations to deliver the best Total Cost of Ownership (TCO) outcomes while mitigating risk in line with Procurement processes.
  • Supporting the capital project requirements ensuring early stakeholder engagement and involvement in the capital budgeting process for Simberi.
  • Supporting the preparation of Procurement related performance and activity reports, ensuring accuracy of information and data.

 Business Support

  • Providing trusted and fact-based commercial expertise to the business while adhering to and promoting adherence to Procurement Governance and best practice standards, policies and processes.
  • Establishing and maintaining best practice operational processes and procedures for the Simberi Procurement function and ensuring that the site is compliant with St Barbara’s procurement policies.
  • Ensuring best practice Procurement governance is in line with Company objectives, addressing non-compliance trends by leading internal stakeholders through strategic sourcing processes.

Safety, Environment & Community

  • Ensuring and monitoring safety in the workplace by identifying and addressing hazards, participating in improving safety and ensuring all reporting requirements are completed.
  • Partnering with internal stakeholders with a focus on developing a rich understanding of the Simberi operations and local market options while keeping abreast of regulatory requirements and changes.
  • Comply with Company objectives, policies, procedures, safe work practices, relevant Acts and Regulations.
  • Actively participate to improve and sustain a positive safety culture across the organisation.
  • Report on accidents and incidents and contribute to investigations where required.

 People

  • Lead and provide guidance and direction to the contracts and procurement team to ensure alignment to company objective and drive the delivery of favourable commercial outcomes.
  • Driving a continuous improvement culture to remove non-value add activity with the team and effectively implement functional excellence.
  • Supporting the provision of coaching and education across the Simberi Operations to achieve best commercial practice within the Company’s governance framework.
  • Communicate with a range of people at different levels throughout the organisation to ensure effectiveness and efficiency of tasks being undertaken.
  • Establish and maintain effective lines of communication within the organisation.
  • Act to promote a friendly climate, good morale and co-operation within the team.
  • Act professionally and in line with the SBM values and standards at all times.

Essential

  • Behaviour consistent with St Barbara’s Values
  • A relevant Undergraduate qualification in Business, Logistics, Procurement, Supply Chain, Accounting or Law
  • Strong relevant end to end procurement experience.
  • Demonstrated experience in successfully executing procurement plans, drafting and executing EOI, RFx and various forms of goods and services agreements, driving outcomes for operational sites and corporate objectives
  • Strong interpersonal, influencing and communication skills, with demonstrated ability to develop and maintain productive working relationships with site personnel, suppliers and customers.
  • Ability to successfully manage multiple competing priorities and reconciling these with the longer-term procurement objectives
  • Demonstrated capability in leading a small team, organising work of others, setting priorities and exercising sound independent judgement
  • Strong numerical and analytical skills

 Desirable

  • Procurement Professional Certification i.e. CIPS/CPSM
  • Experience within the mining or resources sector
  • Strong track record in business improvement
  • Change management experience
