About the role 

The Portfolio Assurance Lead will implement and control the Infrastructure Portfolio Gateway Assurance processes to support the efficient and effective management of infrastructure investment.

The role supports the assurance processes on an investment portfolio of circa $1.5 billion a year to ensure visibility of the pipeline, consistency in investment decision making and clarity in approval pathways.

This role will be partnering with the Executive, business managers and stakeholders to ensure that the infrastructure investment portfolio meet investment management objectives, providing advice and assurance regarding the opportunity, risks, prudency, efficiency, and robustness of proposed investment decisions. 

Responsibilities include but are not limited to;  

  • Lead the gateway reviews. Assess the rigour and adequacy of investment and procurement proposals for executive management
  • Responsible for the implementation of the business case templates and investment assurance process. Driving a continuous improvement focus.
  • Partner with the business leaders and stakeholders to ensure that investment proposals meet commercial management objectives
  • Provide stakeholders with professional and specialist advice relating to investment proposals
  • Prepare ad hoc reports for the Board, Board committees and the Executive
  • Working with Groups to demonstrate to IPART, INSW and NSW Treasury the prudency and efficiency of decision making at Sydney Water
  • Engage with regularly with INSW and NSW Treasury to ensure Sydney Waters assurance framework aligns closely with best practice.
  • Participate at Program/Project Control Groups, Infrastructure Portfolio Performance Group (IPPG) and IRC
  • Drive a culture of continuous improvement across organisational investment approvals including managing the alignment of project approval activities across the wider Asset Lifecycle

About you 

  • Relevant degree qualification (e.g., Finance, Business, Engineering) or experience deemed equivalent
  • Significant experience in investment appraisal and assurance (including business case development and review), preferably in an infrastructure / utility / regulated organisation
  • Experience in the INSW gateway assurance process and development of business cases
  • Experience in undertaking and overseeing pre and post gateway reviews
  • Understanding of capital project accounting and reporting procedures, and capital investment management
  • Strong influencing skills obtaining buy-in from senior management and Executives
  • Proven leadership skills in a medium or large organisation with a focus on teamwork, goals and priorities
  • Advanced / Expert level capability in MS Office applications
