Lycopodium is currently recruiting for a Project Cost Controller to join our growing Project Controls team in Mississauga, ON. 

Reporting to the Project Controls Manager the Project Cost Controller will is responsible for the accurate, effective, and timely control of Project costs and accounting functions to produce results in alignment with the client’s and project’s requirements. The role plays a key part in maintaining the integrity of cost data, supporting decision-making, and ensuring compliance with internal controls, procedures, and contractual obligations

The tasks you'll perform

Budget Conversion, Management and Control

  • Demonstrate a solid understanding of budget definition principles in relation to project scope across Engineering and Procurement (EP) phases and Capital Cost Estimates (CCE).
  • Ensure cost control structures are consistent with approved budgets and scope definitions

WBS Implementation & Management

  • Ability to extend or structure work from the Budget estimate accordingly to the Work Breakdown Structure (WBS).
  • Ensure adherence to the Company’s WBS standards to support accurate cost tracking and reporting.
  • Package creation & commitments
  • Map control budget to Procurement and Subcontract packages as defined by the Project Team and execution strategy.
  • Understand and apply the Authorise to Commit (ATC) process for all commitments
  • Understand on the details of budget for funding the package to be committed.
  • Assess package funding requirements and identify the need for additional funding (contingency draw down or Project Change Notice (PCN) or estimate shortfall etc) if the original or current budget is insufficient for the package commitment.

Change Management & Reporting

  • Maintain awareness of awarded scope and identify potential changes or additional scope impacting project cost.
  • Compile and manage change documentation (PCNs), update the change register, and ensure compliance with the Change Management procedure.

Forecast Management & Reporting

  • Maintain awareness of events and risks that may impact cost forecasts and overall project performance.
  • Understanding and awareness of compliance with the relevant procedure for forecasting and reporting

Contingency Management

  • Understanding on the type and ownership of Contingencies (Client, Project and Lycopodium).
  • Support the appropriate use and reporting of Contingency to manage uncertain elements of cost

Performance Reporting

Assist in compiling and updating performance reports, ensuring an integrated understanding of all cost drivers contributing to overall project reporting

Contribute to reporting and analysis covering:

  • Engineering progress, earned value, actual and estimated-to-complete (ETC) hours.
  • EPCM resource manning, indirect and direct costs, and expenditures.
  • Procurement commitments and logistics costs.
  • Construction progress, quantity changes, site instructions, and schedule variations.
  • Scope changes and mitigation costs.

EPCM Invoicing and Reviewing

  • Assistance to Senior Cost Controller on the following tasks:
  • Onboarding of personnel with correct WBS in SAP
  • Rate condition of billable personnel (Fixed rate or Multiplier basis)
  • Coordination of PARF (Project Approval Rate Form) on project personnel for Client approval
  • Draft invoice validation for accuracy in rates, personnel charges and reimbursable expenses
  • Management of Demob personnel in accordance to project manning plan.

Payment Processing

  • General understanding on the Payment processing, Progress Payment Certificate (PPC), Forex adjustment of posted invoice

The expertise you'll bring

  • Diploma or Degree in Engineering, Finance, Commerce, related discipline or suitable Project Controls qualification.
  • Minimum 5 years in cost control, ideally in EPCM (Engineering, Procurement Construction Management) project environment for industries like construction, mining or oil & gas.
  • Proficiency in MS Excel (pivot table, lookups, graphs etc.)
  • Working knowledge of Power BI dashboard
  • Working knowledge of ERP systems (e.g. SAP).
  • Proficiencies in cost management software such as CMS. PIMs, Omega 365.
  • Experienced in Cost Controls, budgeting, forecasting, invoicing and change management.

The expected salary range for this role is $70,000 to $90,000.  This range is based on the role’s job family and level and reflects a good faith estimate for the role at the time of posting.  Your final offer will depend on factors such as market conditions, internal equity and candidate experience, skills, and qualifications relevant to the role.  We believe in fair, competitive pay that reflects the value you bring to the team.
