Bayside Health was formed following the merger of Alfred Health, Bass Coast Health, Gippsland Southern Health Service, Kooweerup Regional Health Service and Peninsula Health on 1 January 2026.

The Department

The Digital Health Division is responsible for enabling clinical staff to deliver timely, quality care to our patients and carers through innovative use of information technologies and through strategic management of information and data. The division leads technology procurement and support, cybersecurity, clinical applications, electronic medical records, digital strategy, data governance and enterprise transformation initiatives.

The Role – Position Summary 

 An exciting opportunity for a Head of Portfolio Management Office (PMO) has become available within the Strategy & Transformation team as part of Bayside Health’s Digital Health division. We are seeking a seasoned, confident, and collaborative PMO leader to scale a lean PMO team that provides portfolio governance, strategic delivery oversight, and project portfolio management capability uplift for Victoria's largest public healthcare organisations.

Partnering with senior leaders and cross-functional delivery teams, you will act as the link between strategic intent and execution, providing portfolio insights, shape prioritisation, and help balance delivery pace, capacity, risks, constraints and trade-off opportunities, while ensuring investments are aligned to strategic priorities. This role will be critical in ensuring Bayside Health delivers the right initiatives, at the right time, with the right governance, resources and controls to maximise organisational value. Your success will be measured by your ability to build confidence through visibility, transparent reporting, improved sequencing and dependency management, to create a more connected and coordinated delivery ecosystem.

Your key responsibilities:

• Design and own portfolio governance processes, project and program delivery methodologies, reporting standards, controls, tools, templates and quality assurance frameworks.
• Own aggregated portfolio decision registers, cross-program dependencies and delivery milestone status, integrated schedules, risks and issues, to provide real-time visibility of consolidated portfolio performance
• Own portfolio-level financial tracking and reporting, and contract administration activities
• Bring an enterprise perspective to portfolio execution, resolving systemic delivery challenges, competing priorities and macro execution issues that impact successful delivery of strategic outcomes.
• • Lead the orchestration of portfolio dependencies, ensuring initiatives are planned to optimise resource capacity and allocation, delivery flow and minimise execution risk.
  • Use data, insights and systems thinking to identify opportunities, remove friction and drive alignment across complex portfolios as part of quarterly planning business reviews and portfolio rebalancing cycles
  • Champion cultural reform, continuous improvement of PMO processes and adoption of modern delivery approaches, strengthening execution, driving accountability, transparency and consistent ways of working.

  Qualifications and Experience 

  • 15-20+ years PMO / portfolio management in Head of PMO roles or similar (including people leadership)
  • Tertiary qualifications in Business, Management, Engineering, Computer Science, ICT, or related discipline.
  • Formal portfolio management qualifications (SAFe LPM, P3O, MOP, PfMP etc. preferred)
  • Lean Six Sigma Green Belt / Black Belt / PROSCI Change Management or equivalent
  • Extensive experience in portfolio governance, integrated capacity planning, schedule and dependency management and sequencing, underpinned by expertise in modern lean-agile and hybrid delivery models.
  • Demonstrable experience in strategic product ownership, vendor management and expansion of portfolio management systems and tooling (e.g., Jira, Planview, PMO 365, OpenText, etc.)
  • Experience in leading and developing high-performing program and technical delivery teams.
  • Strong understanding of modern IT operations, software delivery and product-aligned operating models
  • Experience leading organisational change, capability uplift and large-scale technology transformation.
  • Demonstrated experience preparing executive and Board-level reporting and governance artefacts.
  • Exceptional stakeholder engagement, indirect influencing and change management skills, with the nous to champion new processes, systems and ways of working across diverse teams in matrixed environments.
  • Advanced knowledge of emerging PMO / PPM industry trends, practices and standards (PMI, PMBOK, P3M3, PRINCE2 Agile etc.), and an understanding of the impact on staff and business service models
  • Experience with health service mergers, acquisitions, integration or large-scale enterprise transformation.
  • Strong commercial acumen, enterprise leadership and ability to converge people around a shared outcome

  Desirable         

  • Understanding of fundamental software development and engineering practices (e.g., ITIL, REST, SDLC, etc.)
  • Knowledge of emerging technologies including AI / Agentic AI, automation, and digital innovation.
  • Credentials in health informatics, and / or public health management
