Our Client, one of North America's leading energy infrastructure companies with operations in natural gas, oil and power industries throughout Canada, the United States, and Mexico has an immediate need for a Regulatory Analyst (Senior) This is a contract position for one (1) year located in Calgary, Alberta.

Accountabilities

  • Primary Regulatory service provider for multiple large construction spreads for a large-scale Natural Gas Project.
  • Regularly interact with the construction team through meetings and discussions to identify regulatory issues and provide recommendations to resolve those issues.
  • Managing the Regulatory and Condition Compliance processes associated with ongoing construction Projects.
  • Drafting Regulatory submissions, facilitating the internal Senior Review process, submitting to the Regulator and then responding to additional questions.
  • Taking on challenging regulatory issues and working within the company to obtain the appropriate information needed to draft outward facing responses.
  • Acting as the interface, at the working level, between the company and Regulators.
  • Able to travel periodically as required.
  • At times the position may require additional work outside normal working hours and/or weekends and holidays.

  • Leave requests
  • WQM exceedance reports
  • Response to OGC / EAO inspections
  • Compliance package review (typically renewals of existing packages now) / Construction Variances
  • Provide advice/guidance on random questions from Environment (EA & EIs) or Implementation
  • Support regarding questions on Post Construction Plan assurance process
  • Meetings with the Work Packages and Prime Contractors
  • Provide advice/guidance on prep of application materials for Cedar Link
  • Submission of pipeline/meter station application March 2022 for Cedar Link
  • Submission of facility application for Mount Bracey (Cedar Link) planned for April 2022
  • Support RFP review and onboarding for Prime Contractors, where required

Required

  • Minimum 3-4 years of experience managing regulatory applications and submissions, preference given to experience working with the BC Oil and Gas Commission (OGC).
  • Good understanding of the BC Regulatory environment associated with pipeline construction and compliance (specifically the BC Environmental Assessment Office [EAO] and OGC).
  • Skilled in written communication, able to manage drafting high quality large documents for regulator and/or public review.
  • Able to prioritize and manage several competing issues simultaneously.
  • Capable of participating in large a group meetings to ensure that all participants understand the regulatory requirements.
  • Able to work in a quickly evolving environment and able to manage multiple issues simultaneously.
  • Able to learn quickly and then employ that knowledge to make concise recommendations.
  • Strong personality who can communicate regulatory requirements to a large multi-disciplinary team.
  • Self-directed worker who is also comfortable regularly reporting back to an overarching group.
  • Minimum undergraduate degree in social sciences, environmental studies, engineering or other applicable pipeline-related field.
