Background: 

• Misconception of Used Beverage Carton (UBC) as unrecyclable – lack of awareness from LGU down to value chain actors (junk shops, haulers, sorters, etc.). As a result, UBCs are discarded into residual and sent to landfill

• In 2022, executed junk shop program where Field Reps went around junk shops to increase awareness on UBC recyclability, build relationship with junk shop owners, debunk misconceptions and manage issues on UBC collection. They also served as link, directing junk shops to where to sell the UBCs.

• There was some interest w/ junk shops at first but met with concern that they didn’t know where to source the UBCs. Because of little volume, they become disinterested and fell out of collecting

• Because of the primary cause that junk shops are unable to source, 2023 focused on working with LGUs ENRO officer to ensure that there recognition of UBC as recyclable and for these to be sorted out, where they will be linked

to partner junk shops. That is the rationale of the Sorter Support Program, that is largely launched in Batangas. This program ran alongside the Junk shop activation project, where ideally, both are supposed complement each other in

completing the value chain for UBC recycling

• Challenges of sourcing still remained because of the multiple systems existing in LGUs, where there are other players in the waste management field (private). The influence of the ENROs were also seen as limited due to factors beyond their control or power. This resulted to minimum volumes collected and gaps in the value chain

• Considering the learning in previous years, the model moves into full territory activation, keeping ENRO in view as a stakeholder, but looking into the bigger players in the waste value chain (regional aggregators/ large junk shops and haulers) where there is opportunity to sort out UBCs

 

Opportunity Areas:

• Map, identify and work with private haulers in the identified territory that are taking mixed waste / residual from establishments that are larger consumers of UBCs

• For junk shops that are activated and are interested to work with UBC, to find a way to funnel UBC volume to them (also think of a scheme of how to do this, if necessary)

• Engage relevant LGU stakeholders for the awareness of UBC recyclability and activities

 

Objective of the Program:

• Create and execute holistic plan to activate post consumer UBC collection in identified areas including:

• Build and start the value chain (buying/ selling) of UBCs by engaging different value chain players

• Identify channels of opportunity to direct post consumer UBCs to value chain players

• Identify roadblocks in the value chain and propose solutions to solve these in order for UBC to be collected

• Build relationships and serve as representative of Tetra Pak on the ground

• Build a better baseline understanding of the area: size of the prize, identify key players and channels of UBC supply

- Territory Background based on the work done in the Project timeline

- Value chain and stakeholders mapping of: (1) existing materials (2) UBC current state [identifying bottlenecks]], (3) UBC desired state

- Volume Achievement

- Project executed and partners engaged

- Opportunities and Challenges and Way Forward

 

Other Details: 

- When available, previous reports / information will be turned over

- Focus territory must have field personnel that are from the same area to lessen inefficiencies and have better familiarity
