We are currently seeking a Contracts Specialist to join our team. This is a permanent full-time position for our Simberi Operation. Your work location is Papua New Guinea; this is a 21/14 Roster.
The position will initially be based on site at Simberi, however in the future will be based in Port Moresby.
Reporting to the Contracts & Procurement Superintendent, this role will develop, administer and evaluate Local Landowner Contracts. They will ensure that all parties are complicit with the terms of the contract, while ensuring compliance with local and relevant Papua New Guinea and Australian laws. This role will provide governance and support to Contract Managers and liaise as required with the Community Relations Business Development Officer in relation to Local Landowner Contracts and new business opportunities.
The Opportunity
Role Accountabilities
- Prepares tender documentation and administers tender process, through contract awarding.
- Continually supports the contract managers to monitor and evaluate contractor performance against contract KPIs and recommends appropriate remedial action as necessary.
- Negotiating contract terms with internal and external business partners.
- Reviewing and updating existing contracts and maintaining contract register.
- Explaining terms and conditions to managers and landowner contractors.
- Analysing any and all potential risks involved with specific contract terms.
- Stay up-to date with legislative changes and coordinate with the Legal/Community Relations department as needed.
- Ensuring all deadlines and conditions described in contracts are met (e.g. payments, expiry date, CPI Increases etc.).
- Maintains a register of contracts and ensures that contracts are managed in accordance with the signed agreements.
- Monthly SGCL Spend reports on Sustainability and Stakeholder Reporting.
- Development of new policies and procedures as appropriate.
- Ability to analyse and interpret financial data.
- Where required, prepare and monitor monthly statements for Local Contractors in relation to back-charges and repayments of capital funding as contractually agreed.
- Reviews invoices/claims and ensures compliance with the contract and follows up with the local contractor if variations are required.
Business Support
- Work closely with Community Relations, Corporate Procurement, Corporate Legal Teams and SGCL Department Managers to provide support and ensure contractor performance.
- Suggest new and varied solutions to problems to improve existing work practices and procedures to your supervisor.
Safety, Environment & Community
- Ensuring own Health & Safety as well as that of all other workers, identifying and maintaining safe work practices and completing all required safety training.
- Promote safety awareness, hazard identification and preparation of Job Safety and Environment Analysis (JSEA) documentation.
- Assure compliance with Company objectives, policies, procedures, safe work practices, relevant Acts and Regulations.
- Demonstrate commitment to safety within the team by complying personally and fully understanding all safety rules and regulations applicable to area of work.
- Report on accidents and incidents and contribute to investigations where required.
- Actively participate in safety meetings and contribute to the continuous safety improvement.

Essential
- Behaviour consistent with St Barbara Values
- Degree in Law, Commerce, Business or Supply Chain
- Proven work experience as a Contract Administrator or relevant role
- At least 5 years relevant contract management experience
- Knowledge of legal requirements involved with contracts
- Keen attention to detail, with an ability to spot errors
- Strong analytical and organisational skills
- Excellent writing skills
- Dispute resolution skills and relevant experience
- Strong organisational skills and the ability to prioritise
