Shape the future of technology at Ruah by leading strategy, investment and transformation across one of Western Australia's leading community service organisations.

Reporting to the Head of Technology, Digital & Data, this newly created leadership role offers the opportunity to build and lead a new Strategy, Portfolio & Transformation function. You will influence enterprise-wide decision-making, guide technology investment and help ensure technology delivers meaningful outcomes for the people and communities we serve.

About the Role

This is a rare opportunity to build and lead a new Strategy, Portfolio & Transformation function while shaping how technology supports Ruah's long-term organisational priorities.

This role sits at the intersection of business strategy, technology investment and organisational transformation. You will play a pivotal role in shaping how technology governance, investment and innovation create value across the organisation.

Your initial focus will be establishing the governance, portfolio and investment disciplines that turn strategy into an executable roadmap. As these foundations mature, you will lead technology-enabled transformation and ensure investment delivers measurable organisational value..

Success in this role will depend less on technical expertise and more on your ability to build trusted relationships, influence senior stakeholders and translate organisational priorities into practical technology outcomes.

This role will appeal to experienced Technology Strategists, Portfolio Leaders, Transformation Leaders, Management Consultants, CIO Advisory professionals, Enterprise PMO Leaders and Digital Transformation Leaders who enjoy translating strategy into meaningful organisational outcomes.

What You Will Do

  • Shape and evolve Ruah's technology strategy, operating model and transformation roadmap
  • Establish portfolio, investment and governance frameworks that support effective decision-making and value realisation
  • Lead technology-enabled transformation initiatives and major strategic change
  • Provide trusted advice to executives and senior leaders on technology strategy, investment, risk and emerging opportunities
  • Strengthen commercial, vendor and service management practices to improve performance, resilience and long-term value

What You Will Bring

Business and technology translation: You confidently connect organisational priorities, executive decision-making and technology delivery, making complexity clear and actionable.

Strategy and transformation expertise: You have developed and delivered technology, digital or business transformation strategies, operating models, roadmaps and major transformation programs within a medium-sized or complex organisation.

Commercial and investment acumen: You bring strong capability in business case development, benefits realisation, portfolio management, investment prioritisation, budgeting, vendor management and technology value assessment.

Executive influence and stakeholder leadership: You build credibility and trust with executives, Boards, senior leaders, technology teams and external partners, creating alignment and driving informed decision-making.

A consulting mindset with delivery credibility: You are comfortable with ambiguity, bring structure to complex issues, solve problems pragmatically and have a proven track record of translating strategy into measurable organisational outcomes.

Qualifications: A relevant tertiary qualification in information technology, business, commerce, project management, transformation or a related discipline.

Desirable Experience

  • Technology strategy, digital transformation, portfolio management or enterprise PMO leadership roles
  • Management consulting, public sector transformation or complex portfolio environments
  • Establishing or maturing technology governance, operating models or portfolio management frameworks
  • Leading technology transformation following organisational growth, restructures, mergers or significant change
  • Experience with Microsoft 365, Azure, Dynamics 365, Power Platform, data platforms and artificial intelligence technologies
  • Qualifications or certifications in project, program or portfolio management, organisational change or IT service management
  • Advising executive leadership teams, governance committees or Boards on technology strategy, investment and transformation
  • Experience in community services, health, government, not-for-profit or other highly regulated environments
  • Knowledge and understanding of diversity, social inclusion and Aboriginal culture
