Te tīma | The team:

At Parliamentary Service, we work at the heart of democracy to provide excellent service to New Zealand's Members of Parliament. If there is one thing that we pride ourselves on above all else, it is our people, who are literally world-class. Our role is to support the people who lead and shape New Zealand's democracy, with Parliamentary Service and Office of the Clerk. HR is a core function supporting Parliament, with our highly motivated HR team comprising of the Partnering & Advisory, Payroll, Talent, Organisational Development, Systems and Data Reporting.

Although you will be part of the Partnership & Advisory team who provide HR Advice under the “One Team” HR approach, you also support the other HR teams. Our core values are at the heart of how we work; Integrity, Manaakitanga, Accountability, Whanaungatanga and Empowerment. These values support our vision which is to have the best people supporting the best parliament in the world.

Mō te tūnga | About the role:

In the role of HR Advisor, you’ll provide practical, operational HR advice across the Parliamentary Service and the Office of the Clerk. As part of the HR Partnering and Advisory team, you’ll help deliver a consistent, high-quality, customer-focused HR service while supporting leaders and employees across the full employee lifecycle.

You’ll build strong relationships across the organisation, working alongside people leaders, employees, and unions to provide timely, sound advice. This role offers a great opportunity to strengthen your generalist foundation while gaining hands-on experience in employee relations and complex people matters within a unique parliamentary environment.

This is an 18-month fixed term or secondment opportunity where you can develop as a HR practitioner:

  • We deal with complex Employment Relations; at times this requires navigating the triangular employment relationship that is part of Parliament. However, although complex you will be supported to build your capability in employee relations through exposure to case management, investigations, and organisational change. This provides you with a great opportunity to build your ER knowledge quickly
  • In addition, we have two Unions and you will gain valuable knowledge about Industrial Relations
  • You will often be working closely with our Snr HR Advisors or our HR Business Partner to support their respective portfolios, and they are all willing to invest time to help our HR Advisor develop in their role
  • Our advice is always focused on providing the best advice, and then to support the manager with their decision. This is why pragmatic advice is valued here across key people practices including performance management, onboarding and offboarding, remuneration, and employment legislation
  • The Advisor role supports a broad range of core HR processes such as remuneration reviews, job evaluations, documentation quality assurance, and maintaining HR resources
  • It’s also possible you will be responsible for supporting or delivering an HR project or continuous improvement initiatives, working collaboratively across HR and the wider organisation

Tō kete | What you will bring to the role:

  • Solid experience in a generalist HR advisory role, with confidence supporting day-to-day people matters
  • An interest in developing your employee/industrial relations capability and working on more complex cases
  • Strong relationship-building skills, with the ability to influence and support a range of stakeholders
  • Clear, practical communication style with sound judgement and a customer-focused approach
  • Ability to manage competing priorities and deliver outcomes in a fast-paced environment
  • A proactive mindset with a willingness to contribute to projects and continuous improvement initiatives
  • An understanding of the parliamentary environment and commitment to Te Tiriti o Waitangi (desirable)

Ngā āhuatanga kei a mātou | What we offer

We offer a range of benefits including access to an on-site gym and pool, learning and development opportunities, and flexible working arrangements. Our dynamic environment provides the opportunity to be close to the action at Parliament, including Question Time, select committees, and other key events. You’ll be supported with a thorough induction and excellent working conditions.
