A core function of this support is our highly motivated Finance Group, providing a range of financial, planning and procurement services across the two organisations. You’ll join a small, high‑trust team of three within the Procurement and Contracts Team, partnering closely with business units across Parliament and gaining exposure to a wide range of strategic and operational procurement activity.

In this exciting and diverse role you will have the opportunity to:

  • Develop and deliver effective procurement strategies that align with organisational goals and support successful project outcomes.
  • Support all stages of the procurement lifecycle including planning, tendering, evaluation, negotiation, and contract award.
  • Provide expert advice on commercial and contract matters, helping resolve supplier issues and supporting strong contract performance.
  • Build and maintain a capable supplier base to ensure quality, timely, and cost-effective delivery across a range of projects.
  • Analyse spend and market trends to inform strategic decision-making and proactively manage procurement risks.
  • Drive continuous improvement by enhancing procurement processes, systems, and tools to increase efficiency and ensure good governance.
  • Work with a strategic portfolio management lens, acting as a generalist across multiple categories and partnering with stakeholders throughout Parliament.
  • Champion probity and value‑for‑money throughout planning, engagement, evaluation and transition, embedding strong procurement practice in every activity.

This role is suitable for an experienced practitioner looking for a change in pace or someone ready to step into their first senior role. You’ll also work on unique and high‑impact projects you won’t find anywhere else in the public sector, directly supporting the mahi that keeps Aotearoa’s democracy running.

As a Senior Procurement Specialist, you will need to bring a flexible mindset and a can‑do attitude. Your CV will clearly demonstrate:

  • Background in public sector procurement and experience managing end‑to‑end procurement processes, including requirements gathering, tendering, evaluation and contract negotiation.
  • Experience leading government procurement and contract management activities.
  • Strong negotiation capability, and knowledge of contract development and implementation.
  • A flexible, results‑driven and collaborative approach, with a solution‑focused mindset.
  • Strong analytical and problem‑solving skills to create and manage effective procurement strategies.
  • Excellent interpersonal skills with the ability to build relationships and engage stakeholders at all levels.
  • Comfortable managing challenging conversations while maintaining strong relationships.
  • Knowledge of New Zealand public sector procurement frameworks, and the ability to apply Parliamentary Service’s Procurement Policy and Centre of Truth in practice.

The mid-point base salary for this role is $121,112 per annum (remuneration band extends beyond the appointing salary to account for tenure progression).
