The Information Systems & Technology (IST) Business Solutions and Planning team delivers strategic, high-quality business solutions to support the work of Parliament. We ensure business applications are designed, maintained, and optimised to meet the needs of Members of Parliament, their staff, and partnering agencies.

Our team works closely with the Office of the Clerk, vendors, and internal IST teams to ensure that systems are fit for purpose, delivering productivity gains and supporting a modern, digital Parliament. We champion collaboration, problem-solving, and customer-focused service across all projects.

Mō te tūnga | About the Role

We are seeking a Senior Business Analyst to lead business analysis for complex parliamentary applications. In this role, you will work closely with stakeholders, vendors, and internal IST teams to ensure technical solutions are designed, implemented, and optimised to deliver value.

You will manage requirements, support user acceptance testing, track issues and risks, and provide change management support for project deliverables. You’ll ensure solutions are technically sound, align with business needs, and enhance organisational productivity.

This role also includes mentoring junior analysts and contributing to the continuous improvement of business processes and systems across Parliament.

Ngā haepapa matua | Key Responsibilities:

  • Lead technical analysis and implementation of complex business solutions.
  • Develop high-quality requirements documentation, user guides, and process materials.
  • Provide technical advice and participate in solution design discussions with developers and vendors.
  • Support testing, handover to BAU teams, and ensure successful delivery of business requirements.
  • Oversee system architecture, advanced troubleshooting, and technical planning.
  • Build and maintain strong relationships with internal IST teams, business stakeholders, and vendors.
  • Communicate requirements, decisions, issues, and risks effectively to all stakeholders.

Tō kete | What You Will Bring

Required:

  • 5+ years in technically focused business analysis roles.
  • Proven experience in business analysis methods, documentation, and SaaS product implementation with complex integrations.
  • Knowledge of user-interface design principles.
  • Strong problem-solving, communication, and stakeholder management skills.
  • Ability to work independently and exercise good judgment.
  • Strong customer service focus.

Desirable:

  • Tertiary or industry qualification.
  • Experience in website integrations.
  • Understanding of New Zealand Parliament and government processes.

This is a full-time fixed term role till November 2026. The starting salary range for this position is $114,126 – $126,005 per annum, with flexibility to go higher for candidates with exceptional skills, experience, and proven impact.
