Parliamentary Service plays a vital role in supporting New Zealand’s democracy. We provide trusted, high‑quality services to Members of Parliament, stakeholders and the public, and we care for the iconic Parliamentary Precincts where democracy is lived every day.

Mō te tūnga | About the role:

We’re seeking a Security Manager – Operations who is first and foremost a strong people leader — someone who can lead leaders, set direction, and build a positive, high‑performance security culture in a complex and dynamic environment.

This is a senior leadership role within our 24/7 Security Function and is responsible for both the strategic and day‑to‑day delivery of operational security services across the Parliamentary Precincts and Electorate & Community Offices nationwide.

You’ll work closely with the Chief Security Officer and Security Leadership team to shape security operations, lead emergency responses, and ensure Parliament remains open, accessible, welcoming — and safe.

Lead and inspire people

  • Lead, coach and mentor operational leaders and shift supervisors, building capability and engagement.
  • Shape and role‑model a strong, values‑led security culture focused on professionalism, respect and exceptional customer service.
  • Translate organisational strategy into clear goals and expectations for your teams.

Drive operational excellence

  • Coordinate and lead responses to incidents and emergencies, maintaining calm, control and professionalism.
  • Work in partnership with government agencies and emergency services, including NZ Police and NZDF.
  • Ensure effective rostering, leave management, budgeting and operational planning.

Put people and customers first

  • Foster a consistently professional, welcoming and customer‑focused service across the Precinct.
  • Build strong relationships with Members of Parliament, staff, agencies and stakeholders.
  • Provide trusted, practical security advice aligned with best practice and legislative requirements.

Ngā āhuatanga kei a mātou | What's in it for you?

You’ll be an experienced people leader who thrives in complexity and leads with clarity, care and confidence. You’ll bring:

  • Proven experience leading large, operational teams — including leading other leaders.
  • Strong communication, influencing and relationship‑building skills.
  • Financial and budget management experience would be beneficial.
  • The ability to remain calm under pressure and make sound, balanced decisions.
  • A commitment to inclusion, diversity, and creating a supportive team environment.

At Parliamentary Service, you’ll be part of an organisation with a unique purpose and impact. You’ll work alongside committed professionals who care deeply about New Zealand’s democracy, the safety of our people, and how we show up for each other.

To be appointed to this role, you must be able to obtain and maintain a SECRET level National Security Clearance.

The expected starting salary for this position is from $119,351 per annum. The band extends beyond this figure and appointments will be made based on skills and experience.
