As the Head of Project Delivery & Capital Programs, you will be the senior leader single-point-of-accountable for oOh!media’s national capital delivery portfolio. Leading a team of approximately 10 professionals (including Senior Project Managers, Project Managers, and Project Coordinators), you hold end-to-end accountability for a function that directly determines how quickly capital investment is converted into active revenue.
This is a critical transformation and operational leadership role responsible for overseeing approximately $30 million in annual CAPEX across digital assets, large-format structures, site upgrades, relocations, and major capital works. You will lead the shift from individual-reliant execution to a disciplined, nationally consistent operating model underpinned by the oOh!Works Playbook, enterprise systems, and strong Bid-to-Build governance.
Based in Sydney, you’ll have the opportunity to shape a high-impact national function, lead strategic operational change, and be supported by an executive leadership team.
What you’ll be doing:
- National Portfolio Leadership: Own the delivery of all approved national capital projects across time, cost, quality, safety, risk, and Time-to-Revenue performance.
- Functional Transformation & Capability: Build, structure, and mentor the project delivery cascade. Embed cross-format project breadth across the team and capture specialist knowledge into the Playbook to eliminate reliance on individual "hero" culture.
- Operating Model & System Integration: Lead the national rollout of standard delivery practices, strong governance gates, and the transition from spreadsheet tracking to an enterprise Project Delivery Dashboard/FSM platform.
- Capital Discipline & Financial Control: Maintain strict portfolio-level cost control, forecast accuracy, and variance management across ~$30M CAPEX. Ensure audit-ready documentation and governance across all projects.
- Bid-to-Build Integration: Structurally embed Capital Delivery into the commercial bid stage so that delivery feasibility, resourcing, costs, and timelines are validated before commercial commitments are finalized.
- Safety, Risk & Compliance: Maintain a target of zero high-severity safety incidents across all capital works and ensure 100% compliance with WHS, electrical, traffic, and regulatory standards.
- Contractor & Supplier Management: Partner with Supply Chain to drive contractor performance, enforce Master Services Agreement (MSA) standards, and make transparent cost-versus-quality decisions.
- Time-to-Revenue Optimization: Collaborate across Sales, Planning, Supply Chain, and Field Operations to remove delivery blockers and compress the timeframe from contract signature to first-day-on-air.
What you’ll bring:
- Senior Delivery Leadership: Proven track record in a senior-level project, program, or capital delivery leadership role overseeing complex, multi-stream national portfolios.
- Transformation Expertise: Demonstrated success driving operating model change, embedding governance frameworks, and transitioning teams from person-dependent execution to a scalable, systems-led function.
- Commercial & Capital Acumen: Strong financial management skills with expertise in CAPEX allocation, variance management, risk mitigation, and portfolio-level reporting.
- Industry Background: Background in construction, infrastructure, telecommunications, media/signage, property, or another asset-intensive sector.
- Technical & Platform Experience: Proficiency with enterprise project tracking, portfolio scheduling tools (MS Project or equivalent), SharePoint, advanced Excel, and FSM/ERP platform environments.
- Leadership Attributes: A calm, adaptable, and decisive leader who thrives in ambiguous environments, communicates with direct respect, and builds high-performing, accountable team cultures.
- Qualifications: Relevant tertiary qualifications or formal project management accreditation (PMP, PRINCE2, or equivalent) preferred.
