We currently have an exciting new opportunity for a dynamic and experienced Program Manager – Civil Capex to join our Planning, Infrastructure & Environment team at Melbourne Airport.
This is a key leadership role responsible for delivering a diverse portfolio of civil capital works across one of Australia’s most complex and operationally active infrastructure environments. From airfield and landside infrastructure to terminal precinct upgrades, you will play a critical role in shaping the future of Melbourne Airport while delivering projects that will enable the biggest transformation Melbourne Airport has seen in decades.
Working closely with internal stakeholders and external partners, you will lead the end-to-end delivery of civil infrastructure projects ranging from $100k to $20m+, ensuring projects are delivered safely, on time, within budget and to a high standard of quality.

Key responsibilities
The role's duties and accountabilities include, but are not limited to:
- Lead the design and delivery of civil capital projects across the airport precinct including landside infrastructure, terminal environments and airfield civil works. Including but not limited to; Water, sewer, stormwater, Roads, Information Communications and Technology trunk infrastructure.
- Manage multi-disciplinary internal and external project teams, including consultants and contractors, ensuring projects meet safety, schedule, cost and quality objectives.
- Drive strong design management practices, ensuring project briefs are clearly defined, stakeholder requirements are met, and customer experience considerations are embedded in passenger-facing environments.
- Oversee procurement strategies, cost planning and financial management to ensure projects are delivered within approved budgets and commercial frameworks.
- Lead the end-to-end project lifecycle, including project scoping, business case development, design management, procurement, construction delivery and project handover.
- Maintain strong engagement with internal stakeholders across aviation operations, property, retail, finance, ICT, safety and infrastructure teams.
- Ensure all projects adhere to APAC governance, reporting requirements and safety standards, with a strong focus on the Target Zero safety philosophy.
The successful candidate will have:
- Tertiary qualifications in engineering, construction, project management, planning or a related built environment discipline, or equivalent experience.
- 8–10+ years’ experience delivering capital projects within complex operational environments such as airports, infrastructure, utilities or large public precincts.
- Demonstrated experience delivering end-to-end project lifecycle management, including design development, procurement and construction delivery.
- Strong commercial acumen, including cost planning, contract negotiation and procurement strategy.
- Proven ability to lead multi-disciplinary teams and manage multiple concurrent projects.
- Excellent stakeholder engagement skills with the ability to influence internal and external partners in fast-paced operational environments. Including working with, and managing utility, and telecommunications agencies, providers, and preferred contractors.
- Strong communication and problem-solving skills with the ability to translate complex technical information into clear business outcomes, and reach agreement with affected stakeholders to allow projects to progress.
