Test Manager
As the Test Manager for the QRSS Digital Platform (QRSSDP) project, this role will lead the end-to-end test strategy, planning, execution, and reporting across multiple delivery streams. This includes overseeing both System Integration Testing (SIT) and User Acceptance Testing (UAT) in a complex, multi-vendor-team environment. The role will collaborate with DoE cross-functional teams, including technical delivery manager, developers, solution architects, business analysts, and overseas vendors, to ensure quality is embedded throughout the delivery lifecycle. The role will manage all test activities, ensure traceability of requirements, drive defect resolution, and deliver clear insights to support informed decision-making.
Key Responsibilities
Essential
• Define and update the overall test strategy in alignment with project objectives and stakeholder expectations.
• Lead the planning, coordination, and execution of SIT and UAT test phases across multiple delivery streams.
• Oversee test execution activities to ensure completeness, traceability, and coverage against functional and non-functional requirements.
• Facilitate defect triage processes, coordinate resolution activities, and manage defect reporting.
• Collaborate with business units, vendors, SMEs, and technical teams to ensure shared understanding of testing outcomes.
• Maintain test plans, entry/exit criteria, and ensure compliance with quality assurance standards.
• Provide guidance and oversight to testing resources, including internal staff and vendor teams.
• Manage the use of test management tools (e.g. Azure DevOps) for planning, documentation, and tracking.
• Deliver clear, actionable end-of-cycle test reports and insights to support Go/No-Go decisions.
Desirable
• Experience in Microsoft Dynamics Platform or similar environments.
• Proven capability in testing database systems, integrations, and data migrations.
• Experience working with Agile and hybrid delivery methodologies in government or large enterprise environments.
• Familiarity with accessibility (WCAG), performance, and security testing principles.

• Test Strategy Document: Approved strategy outlining approach, scope, tools, and responsibilities.
• Test Plans and Schedules: Detailed plans for SIT and UAT phases aligned to project timelines.
• Traceability Matrix: Ensuring full coverage from requirements to test cases and outcomes.
• Defect Management Log: Accurate logging, prioritisation, and tracking of defects and resolutions.
• Daily and Weekly Test Progress Reports: Summary of activities, risks, issues, and metrics.
• End-of-Cycle Test Reports: Summary of execution, defects, and outcomes to support decision-making.
• UAT Support Materials: Plans, scripts, training materials, and facilitation guides for business testers.
• Environment Readiness Confirmations: Checklists and validations ensuring test environment setup and data is fit for purpose.
• Compliance Test Evidence: Outcomes from performance, penetration, and accessibility testing where applicable.
