The Opportunity
At Kapitol, we're reimagining how capability is built across a modern construction business.
We're moving beyond traditional learning models towards an AI-enabled capability ecosystem where expertise is captured from the people doing the work, structured effectively, and deployed where it's needed most.
This newly created role will lead that transformation.
Working across our People & Culture function, you'll partner with business leaders, subject matter experts and operational teams to transform how capability is built, knowledge is shared and workforce readiness is achieved across Kapitol.
This isn't a traditional Learning & Development role.
We're looking for someone who can bring together capability, learning, change, AI and knowledge management to help us create an industry-leading approach to workforce development.
You'll help shape a self-sustaining learning culture where employees are empowered to take ownership of their development through personalised growth opportunities, supported by modern capability solutions and readily accessible expertise.
Through a combination of capability, knowledge management, AI-enabled learning solutions and professional development initiatives, you'll help accelerate workforce readiness, reduce time-to-competency and strengthen business performance across the organisation.
Role Snapshot:
- Partner with leaders and subject matter experts to identify capability gaps, workforce challenges and opportunities to improve organisational performance.
- Design and implement scalable capability programs, learning pathways, development frameworks and personalised development experiences that support current and future business needs.
- Transform how organisational knowledge is captured, structured and shared, ensuring employees can readily access expertise and practical guidance when they need it.
- Leverage AI and emerging technologies to improve how learning content, knowledge and capability solutions are created, maintained and deployed at scale.
- Work closely with SMEs across the business to extract critical knowledge and translate it into practical, workflow-embedded learning and capability solutions.
- Build tools, frameworks and repeatable approaches that enable teams to contribute knowledge and capability content at scale.
- Drive initiatives that accelerate time-to-competency and improve workforce readiness, helping employees contribute confidently and effectively sooner.
- Measure the effectiveness of capability initiatives through adoption, engagement, performance and workforce readiness outcomes, continuously refining and improving approaches.
- Foster a culture of continuous improvement by embedding lessons learned, knowledge sharing and ongoing development across the business.
- Evolve and enhance existing development frameworks, ensuring they remain relevant, scalable and aligned to business needs, career pathways and future workforce requirements.
About You
You understand that capability isn't simply about delivering training. It's about helping organisations perform better.
You've built your career in operationally complex environments where workforce readiness directly impacts performance, productivity, safety, customer outcomes or business growth. You may have supported dispersed workforces, multiple locations, frontline teams, technical specialists or rapidly changing business environments, and understand how to build capability that is practical, scalable and embedded into the way people work.
You'll likely bring:
- Experience leading capability, learning, workforce readiness or transformation initiatives within complex organisations.
- A strong track record partnering with leaders to identify capability needs and deliver practical business solutions.
- Experience designing and evolving scalable development frameworks, pathways, capability programs or operating models.
- Demonstrated experience leveraging AI, automation and emerging technologies to enhance capability development, knowledge management, learning design or workforce performance.
- Strong stakeholder engagement and influencing skills, with the ability to bring people on the journey.
- Experience capturing knowledge from subject matter experts and translating it into scalable capability solutions.
- A curious, innovative and solutions-focused mindset.
- Comfort operating in ambiguity and evolving new approaches, frameworks and ways of working.
- A passion for challenging legacy thinking and delivering capability initiatives that create measurable business outcomes.
You've likely worked in environments where capability is viewed as a business enabler rather than a compliance exercise, and where success is measured by adoption, performance improvement, reduced time-to-competency and workforce readiness, not simply training completion.
This role is best suited to someone who sees learning as one component of a broader capability strategy, rather than the end goal itself.
