Ian Martin is working alongside a municipality that is seeking to hire a water Resource engineer for a full-time permanent position

This position reports to the Manager, Development Services, and will deal primarily with water resources, stormwater, and environmental issues associated with development applications.

Day to Day Responsibilities:

• Implements all aspects of water resources/stormwater capital projects including stream restoration works, shoreline restoration works, and stormwater/drainage works, including assisting other teams and departments as required.
• Manages special studies (i.e. stormwater management, subwatershed, environmental assessment, EIRs) and incorporates findings in subdivision engineering approvals.
• Develops and assists in the implementation of environmental restoration plans as outlined in the subwatershed studies and other environmental plans for the Town.
• Develops and coordinates the development of subwatershed monitoring programs with other departments and local conservation authorities.
• Coordinates and manages the preparation of master drainage plans and subwatershed studies.
• Reviews stormwater management and other reports/studies prepared for development applications.
• Performs consultant and contractor selection process including developing terms of reference, evaluating submissions, conducting interviews, coordinating the execution of consulting services agreements, reviewing studies, reports, and designs, negotiating approvals, completing tendering, and inspecting and administering contracts.
• Reviews and negotiates work plans and budgets with consultants and makes recommendations for selection to senior staff, Committees, and/or Town Council.
• Develops and nurtures strong, productive working relationships with regulatory/approval agencies (e.g. Conservation Halton, MNR, DFO, MOE, etc.) and with other external bodies involved in the water resources industry and sciences.
• Determines and negotiates necessary project coordination or approvals including preparing approval applications and managing cost-sharing agreements with other Town Departments, other municipalities, Halton Region, Utilities, Developers, Conservation Authorities, Provincial and Federal Ministries or Agencies.
• Assists, coordinates and liaises with and/or provides technical/engineering guidance to other Town Departments, the Region of Halton, and others.
• Coordinates with Town Departments on future storm drainage capital works programs and design studies.
• Prepares and recommends approvals of new and revised policies regarding the development impact on the environment (i.e. hydrology, watershed planning, stormwater management, etc.).
• Reviews and approves subdivision engineering and site plan drawings and engineering supporting documents for the implementation of environmental policies and procedures for on-site water quality and quantity control.
• Maintains effective relations with the public, including communications with developers, citizens, community groups, and regional/provincial officials.
• Represents the Town at hearings and public meetings including advice as required to statutory land use process.
• Participates in various committees.

Qualification:

• Licensed Professional Engineer (Civil Discipline), with a specialty in Water Resources / Storm Water Management and at least five (5) years of directly related experience within a municipal government or consulting engineering environment.
• Experience in both leading and directing project teams.
• Experience dealing with land development industry representatives.
• Strong communication, human relations, and negotiation skills.
• Comprehensive knowledge of current water/environmental management principles and technologies (e.g. stormwater quality and quantity controls and relevant federal and provincial legislation), contract administration, class environmental assessments, budget preparation, and scheduling.
• Highly functional in a computerized environment utilizing CAD, GIS, Excel, PowerPoint and Word software and ideally have a working knowledge of commonly used hydrologic/hydraulic software programs (e.g. HEC-RAS, Storm, OTTHYMO, etc.).
• Knowledge of fluvial geomorphology processes will be an asset.
• Must be able to travel to and traverse various work sites.
• The successful candidate will be required to supply their own personal vehicle for performing job duties/corporate business.

The successful candidate must hold and provide a copy of a valid and unrestricted Ontario Driver’s License Class G minimum with a driving record that demonstrates responsible and safe driving behavior. Note: Applicants with 6 or more points are ineligible for consideration. The successful applicant, who is a new hire, will be required to provide the Corporation with a current Driver's Record/Abstract (no older than 30 days) and pass a Town administered road test as a condition of employment.
