Primary Focus:
The primary accountability of this role is to manage complex technical IT and OT (Operational Technologies) projects, valued up to $10MM. The focus is primarily on projects related to enhancements of Enbridge’s Control, SCADA, and Leak Detection systems. This role will facilitate the development of technical solutions with key project stakeholders and ensure best practice change management procedures are followed when systems are modified, deployed, or integrated. A technical understanding of OT applications and infrastructure, plus associated cybersecurity, is required.
Specific Accountabilities:
- Perform full-time project management activities for projects ranging in cost up to $10MM.
- Proactively manage all PMBOK knowledge areas and process groups to ensure maximum value is delivered to stakeholders while minimizing cost and optimizing schedules.
- Execute projects in accordance with established corporate standards, following both standard waterfall and agile methods where appropriate.
- Ensure all PMO processes are followed and PMO documents are produced.
- Provide directed, well-defined project mandates, supplemented with documentation, scheduling, budgeting, and ongoing project analysis as required.
- Develop and implement change management processes, procedures, and tools to ensure seamless deployment and prevent disruption of critical systems.
- Develop business cases for new projects and operational initiatives.
- Apply project and organizational knowledge, leadership, and active facilitation to enable effective execution of project activities.
- Continuously evaluate internal processes to ensure efficient and priority-based execution of related projects; identify and propose process improvements as required.
- Prepare status reports and deliver presentations to senior management and key stakeholders.
- Facilitate successful resolution of outstanding concerns or issues within projects, escalating as appropriate.
- Review and approve project deliverables.
- Provide timely and accurate status reports for the entire duration of the project.
- Initiate, support, and develop strategies for continuing process improvement initiatives within the PCSLD department.
- Ensure project delivery efficiency by collaborating with supervisors, managers, directors, other project managers, and stakeholders.
- Conduct root-cause analysis on projects and project issues.
- Analyze statistical information to determine gaps/deficiencies and find opportunities for efficiency gains.
- Provide governance and enforcement of project processes and standards, including schedules, reporting, project financials, QC, QA, and compliance norms.
Scope:
- Accountability for multiple projects up to $10MM, typically with a 1-to-3-year duration.
- Establish and work with operational technology (OT) project teams.
- Projects will include the entire “technology stack” – from physical infrastructure to user experience.

Working Conditions:
- Office environment with rare travel requirements.
- Fast-paced work environment, requiring balancing the constraints of multiple simultaneous projects with hard deadlines and the needs of numerous stakeholders with sudden priority changes.
- Be available for off-hours contact to provide support for planned project changes and management of critical issues.
Knowledge, Skills & Abilities:
- An undergraduate degree in Engineering or Computer Science from a recognized post-secondary institution.
- An equivalent combination of education and experience, such as with a Registered Engineering Technologist or similar accreditation, may be accepted.
- Project Management Professional (PMP) is an asset.
- Strong understanding of IT, OT, Data Centres, Application Development, Network Infrastructure, Control Systems, SCADA, and Leak Detection processes, best practices, standards, and control and operating procedures.
- Proven ability to balance priorities, constraints, and objectives of multiple simultaneous projects.
- 10+ years of progressive project management experience, depending on technical education, accreditations, and competency development.
- Demonstrated technical competence.
- Excellent oral and written communication skills.
- Well-developed problem-solving, decision-making, organization, planning, and leadership skills.
- A collaborative, team, and service-oriented work style.
- Motivated self-starter that works well independently and in fast-paced team environments.

- Reports to Supervisor of PCSLD Portfolio Delivery and Performance.
