Overview: 

The Contract Conformance Specialist (CCS) is responsible for managing the day-to-day sourcing and conformance activities for all contractual arrangements of assigned capital projects. This role involves overseeing the entire administration stages of contracts, ensuring the flow of documentation and communication between the Company and Contractors, and facilitating the resolution of contractual matters.

Key Responsibilities:

  • Understand and comply with Project Execution contracting strategy.
  • Prepare contract exhibits, including scope, specifications, pricing, and special instructions.
  • Write technical contract language for each assigned project.
  • Coordinate with the SCM Team Lead to incorporate project-specific requirements into final contract documents.
  • Lead contract negotiations during the bidding and formation phases.
  • Develop and implement a project-specific communication plan.
  • Train team and third-party personnel on contract conformance.
  • Review contractor documents for compliance and notify of non-compliance.
  • Maintain contractor correspondence and documentation logs.
  • Manage the change order process, including logs, directives, and approvals.
  • Prepare and distribute meeting notes for contract-related meetings.
  • Establish and implement a project contract document control and retention system.
  • Review contractor invoices for compliance and monitor payments.
  • Resolve contractual issues/claims with project team, SCM Team Lead, and legal lead.
  • Track Work Releases for project outside service providers.
  • Coordinate contract close-out and ensure compliance with related contracts.
  • Assist during company and external compliance audits.
  • Provide ongoing communication and status updates on project’s contractual requirements.

Qualifications:

  • Bachelor’s degree in engineering, construction, legal, technical, or business discipline with experience in legal, engineering, construction, and/or contract administration, preferably in the gas pipeline industry; or an Associate's degree with a minimum of 10 years of relevant experience.
  • Specific knowledge and experience in contracting processes related to energy industry construction projects.
  • Understanding of the intent, context, purpose, and utilization of contract documents.
  • Proficiency in Microsoft Office, Teams, Oracle, ProjectWise, and SharePoint.

Desired Skills:

  • Excellent communication, human relations, and organizational skills.
  • Ability to develop collaborative working relationships and support complex contract negotiations.
  • Experience with sourcing and administration of large, complex ($100M+) Engineering and Construction Agreements.
  • Ability to manage multiple tasks with minimal supervision and prioritize work effectively.
  • Strong problem-solving and analytical skills.

Dimensions:

  • Assigned to the Sunrise Expansion Program.
  • Construction activities start in 2026 with project in-service in 2028.

Work Conditions:

  • The CCS’s primary location will be Enbridge’s office or project field office location.
  • The position will require some travel, approximately 10-25% of the time as required, within the assigned Project.
