About the Role:

  • A leader in the energy industry, focused on crude oil and natural gas transportation and gathering, has an immediate opening for a Cost Control Analyst. This role reports to the Supervisor, Project Controls, Core Programs, and provides cost control expertise for a portfolio of maintenance projects.
  • The Core Project Controls team typically supports 15+ active projects, each ranging from $300K to $10MM with durations of one to two years. This role requires effective workload prioritization, strong analytical abilities, and close collaboration with the Schedule Controls counterpart. While the position is primarily office‑based, occasional travel to U.S. and Canadian offices or field sites is required.
  • The ideal candidate will support implementation of Project Controls processes, including baselining, change management, risk assessments, lifecycle stage gates, and reporting.

Key Responsibilities:

  • Support the Project Manager and project teams in planning, tracking, measuring, forecasting, and reporting project costs.
  • Conduct monthly reviews of cost and cash-flow forecasts with the Project Manager and extended project team.
  • Prepare accurate monthly project forecasts; identify variances and recommend mitigation strategies.
  • Validate expenditures, capture accruals, and generate monthly incurred cost reports.
  • Document project changes in EcoSys and Oracle, working closely with CAMs and the Project Manager.
  • Prepare forecast data for upload to Reporting Group SharePoint for integration with Power BI dashboards.
  • Support the Project Development Lead in developing accurate estimates and time-phased budgets.
  • Review and document assumptions with Control Account Managers (CAMs); coordinate CAM sign-off on the Performance Measurement Baseline (PMB).
  • Track progress against the baseline and assess impacts of performance issues or project changes.
  • Assist with bid evaluations, including bid tab development, WBS setup, and Rules of Credit.
  • Apply Earned Value Management (EVM) principles to analyze performance and identify cost risks.
  • Prepare monthly, bi‑monthly, and quarterly cost reports to support Project Managers.
  • Participate in Joint Cost, Schedule, and Risk Health Checks and support resolution of identified issues.
  • Attend and contribute to project team and vendor meetings to maintain up-to-date understanding of project status.
  • Lead final cost‑related closeout activities, ensuring proper documentation and reconciliation.
  • Support lessons learned and continuous improvement initiatives.

Qualifications:

Required:

  • Bachelor’s degree in Business Administration, Engineering, Construction Management, or related field (preferred).
  • 2–4 years of experience performing cost management or project controls functions across multiple projects.
  • Experience in oil & gas, petrochemical, industrial, or power industries preferred.
  • Proficiency in Oracle, EcoSys, Excel, PowerPoint, and Word.
  • Familiarity with Power BI, OneDrive, and SharePoint for documentation and reporting.
  • Strong analytical skills with the ability to understand engineering, procurement, and construction workflows.
  • Excellent written and verbal communication skills; able to present information clearly and concisely.
  • Ability to manage a heavy workload, prioritize effectively, and provide well-developed recommendations.
  • Comfortable working with minimal supervision and collaborating with geographically distributed teams.
  • Experience developing, enhancing, and implementing cost standards and tools.

Preferred:

  • Certified Cost Engineer (AACE CCC/CCE) or Project Management Professional (PMP).
  • Experience enhancing or implementing cost control systems and tools.

Please note: Successful applicants will be employees of Raise, working at Enbridge facilities with both Enbridge and contract employees.
