About the Role:

Under the direction of the Facilities Supervisor Project Controls, the Field Cost Analyst will provide analysis and support related to construction contract management, forecast and budget analysis, schedule review, LEMS entry, and reporting of incurred costs and earned value measurements using the Project Controls Cost Management System (EcoSys).

Key Responsibilities:

  • Analyze and maintain the project contract(s) forecast and control budget at the WBS level, focusing on field-level controls.
  • Provide accurate and timely field cost information and reporting to the project team.
  • Ensure contract controls requirements are received and reviewed for accuracy.
  • Liaise with field stakeholders to ensure engagement with construction progress, changes, highlights, and issues.
  • Communicate effectively with the central controls team for the project.
  • Perform earned value measurements for managed contracts per PMO standards.
  • Conduct LEMS entry, analysis, and reconciliation.
  • Reconcile vendor invoices to LEMs as assigned.
  • Participate in field update meetings related to cost, schedule, and progress.
  • Review contractor-provided and P6 Master Schedules to ensure they reflect completed and planned work plans.

Scope:

  • Analyze and maintain cost-related activities using the Project Controls Management System under the guidance of the Supervisor Project Controls.
  • Follow standardized practices, existing processes, and general work assignments.
  • Make decisions based on established guidelines with access to guidance from senior Financial Controls professionals.

Working Conditions:

  • Field office work at a desk, using a computer and phone in a busy, noisy environment.
  • Work week planned as 6 days per week, with occasional Sunday work as required.
  • Walk jobsite utilizing required PPE, with exposure to noise, moving equipment, and uneven surfaces.
  • Facilitate weekly progress meetings with contractor representatives and Enbridge Construction Manager or Chief Inspector.

Qualifications:

  • University degree or related construction or operational training and/or experience.
  • Proficient in the use of PCMS system and MS Office suite, including Excel.
  • Ability to read and interpret cost reports and construction schedules.
  • Demonstrated professional engagement with work groups, stakeholders, and contractors in a team setting.
  • Excellent communication, interpersonal, and organizational skills.
  • Detail-oriented with an understanding of the importance of data reconciliation.
  • Ability to effectively manage and prioritize workload, bring issues forward, and develop working relationships at all levels of the organization.
  • Typically requires 7+ years of experience.
