Overview:

The Contract Conformance Specialist (CCS) is responsible for the day-to-day conformance of all executed contractual arrangements for assigned capital and maintenance projects. The CCS ensures that contractual obligations are met by managing documentation and communication between the Company and Contractors. This role involves frequent interaction with third parties and various in-house departments, including legal, project management, construction management, business development, system planning, procurement, contract management, project controls, and other functional groups. The CCS reports directly to the Area Construction Manager and has an indirect reporting relationship to the Contract Conformance Regional Lead (CCRL).

Key Responsibilities:

  • Understand and comply with Project Execution contracting strategy.
  • Facilitate the preparation of contract exhibits, including scope, specifications, pricing, and special instructions.
  • Assist in drafting technical contract language for each assigned project.
  • Coordinate with the contract management group specialist to ensure project-specific requirements and contractor clarifications are incorporated into final contract documents.
  • Support project management in contractor negotiations during contract bidding and formation phases.
  • Coordinate the project team in developing a project-specific communication plan.
  • Participate in and assist with contract conformance training for team and third-party personnel.
  • Review contractor-submitted documents for compliance and notify contractors of non-compliance.
  • Maintain contractor correspondence and documentation logs.
  • Manage the change order process, including generating change directives and preparing approved change orders.
  • Prepare meeting agendas, participate in meetings, and take & distribute meeting notes for all contract-related meetings.
  • Establish and implement a project contract document control and retention system.
  • Review contractor invoices for compliance, distribute for review and approval, and monitor through payment.
  • Coordinate with the project team, CCRL, contract conformance manager, and legal lead to resolve contractual issues.
  • Request, monitor, and track service request orders (SRO) for project outside service providers.
  • Coordinate contract close-out to ensure compliance with related contracts.
  • Close out project contract files and submit for retention in compliance with Company procedures.
  • Prepare for and assist during company and external compliance audits.
  • Maintain ongoing communication with the CCRL regarding project contractual requirements and issues, including providing weekly status updates on the CCS Flash Report.

Qualifications:

  • Education: 
  • Bachelor’s degree in engineering, construction, legal, technical, or business discipline with a minimum of 4 years of experience in legal, engineering, construction, and/or contract administration or contract conformance of construction-related projects, preferably in the gas pipeline industry; or an Associate's degree with 4-7 years of relevant experience.
  • Skills:
  • Clear, concise, and organized communication.
  • Excellent human relations, influencing, and listening skills.
  • Ability to develop collaborative working relationships.
  • Familiarity with best management practices for contracting.
  • Ability to negotiate complex contracting issues.
  • Proficiency in Microsoft Office.
  • Strong organizational and technical writing skills.
  • Ability to prioritize work effectively and solve problems proactively.

Work Conditions:

  • Primary location will be a company field office within the assigned project.
  • The position requires frequent travel, approximately 35% of the time, primarily within the assigned region.

Dimensions:

  • Manage projects or programs with a consolidated total of up to $400MM per year.
  • Handle projects or programs with durations typically up to 4 years, including those of elevated complexity.
