About the Role:

The Contract Conformance Specialist (CCS) is a pivotal role responsible for managing the day-to-day sourcing and conformance activities for all contractual arrangements associated with assigned capital projects. You will oversee the administration stages of contracts, ensuring seamless documentation flow and communication between the company and contractors to uphold contractual obligations. As a CCS, you are instrumental in facilitating the timely identification, communication, and resolution of contractual matters, interacting frequently with third parties, as well as various in-house departments, including legal, project management, construction management, and others. You will report directly to the Manager of SCM Projects, with an indirect reporting relationship to the Business Owner (Project Team).

Key Responsibilities:

  • Demonstrate understanding of and compliance with Project Execution contracting strategies.
  • Facilitate the preparation of contract exhibits, including scope, specifications, pricing, and special instructions.
  • Assist in drafting technical contract language for each assigned project.
  • Collaborate with the SCM Team Lead to incorporate project-specific requirements and contractor clarifications into the final contract documents.
  • Lead contract negotiations during the contract bidding and formation phases.
  • Coordinate project team efforts to develop a project-specific communication plan.
  • Provide training on contract conformance to team and third-party personnel as needed.
  • Review contractor submissions for compliance and notify them of any deviations, coordinating with the team and project manager.
  • Maintain and manage contractor correspondence and documentation logs.
  • Prepare and distribute company-generated correspondence in coordination with the project team.
  • Oversee and manage the change order process, including logs, directives, and approved change orders.
  • Prepare agendas, participate in meetings, and document contract-related discussions between the company and contractors.
  • Implement a contract document control and retention system compliant with company procedures.
  • Review invoices for compliance, distribute for approval, and monitor contractor payments.
  • Coordinate with legal and other departments to resolve contractual issues as they arise.
  • Track Work Releases (WR) for outside service providers throughout the project.
  • Facilitate contract close-out activities, ensuring compliance and proper file retention.
  • Prepare and assist during compliance audits, both internal and external.
  • Provide ongoing communication and status updates to management regarding contractual requirements and issues.

Dimensions:

  • Manage major projects with a consolidated budget of up to $500 million annually.
  • Typically handle projects with a duration of up to 3 years.

Basic/Minimum Qualifications:

  • Bachelor’s degree in engineering, construction, legal, technical, or business discipline, with experience related to legal, engineering, construction, contract administration, or contract conformance of construction projects, preferably in the gas pipeline industry.
  • Or, an Associate's degree with a minimum of 10 years of relevant experience.
  • Specific knowledge and expertise in contracting processes related to energy industry construction projects.
  • Fundamental understanding of contracts and the intent, context, purpose, and utilization of included documents.

Desired Qualifications:

  • Strong ability to communicate clearly, concisely, and in an organized manner.
  • Excellent human relations, influence, and listening skills for effective interaction at all levels.
  • Proven ability to develop collaborative relationships with other departments.
  • Familiarity with best practices in contracting and negotiation of complex issues.
  • Experience with sourcing and managing large, complex Engineering and Construction Agreements.
  • Ability to manage multiple tasks independently and effectively.
  • Strong team communication and interaction skills.
  • Excellent organizational skills and technical writing ability.
  • Proficient with Microsoft Office, Teams, Oracle, ProjectWise, and SharePoint.
  • Effective problem-solving and analytical skills to preemptively address potential crises.
