About the Role:
- The Project Management Specialist is responsible for conducting comprehensive project health assessments across infrastructure projects within GDS, GTM, LP, and Power. Working closely with teams in Project Development, Project Execution, and key Business Units (BUs), this role evaluates project performance across project management, engineering, quality, construction, and project controls.
- Depending on assessment scope, the Project Management Specialist may operate independently or lead cross-functional teams to diagnose risks, develop recovery plans, and recommend corrective actions to support successful project delivery.
Specific Accountabilities:
- A key task of this role will be conducting health assessments on projects identified by Projects Leadership to be at risk of not meeting their defined business objectives. Project health assessments typically include the following components:
- Mobilization –triggered for projects experiencing significant cost pressure, schedule pressure, scope or development issues, non-technical risk, or execution issues.
- Diagnostics –interacting with the project team to understand the concerns, issues, and complications impacting the project.
- Recovery plan –working with the project team to produce a plan to address the key project issues including supporting and monitoring implementation of the plan.
- Lessons learned –capturing lessons learned, informed by the implemented recovery plan for future projects and deploying any resulting corrective actions.
- Lead multidisciplinary project-health assessment teams, including professionals from the Project Management Office and the Projects Technical Management Office.
- Partner closely with project development/execution teams and centralized functions to evaluate project status and performance.
- Maintain strong, positive relationships with project teams and stakeholders, promoting alignment with organizational vision, values, and expectations.
- Anticipate concerns, resistance, and risks, facilitating acceptance of change and supporting consistent application of practices and procedures.
- Develop and document lessons learned, corrective actions, and preventative strategies for deployment across the Projects organization.
- Create detailed recovery and improvement plans, including RAPID decision frameworks, stakeholder responsibilities, timelines, and monitoring processes.
- Provide regular updates and briefings to Projects Leadership and senior leaders—including the ELT—as required.
- Ensure timely escalation of high‑risk issues complete with proposed mitigation strategies.
- Represent Project Assurance on internal and external committees supporting Enbridge initiatives.
- Serve as a leader without direct authority, influencing outcomes across diverse stakeholder groups.
Scope/Dimensions:
- Scope includes projects across GDS, GTM, LP, and Power portfolios.
- Works with limited supervision to achieve broadly defined objectives.
- Coordinates resolution of identified issues and makes decisions on immediate issues impacting project health.
- Leads cross-functional groups on a per‑assessment basis.
- Ensures timely escalation of high-risk issues with fully developed mitigation plans.
Contacts (Working Relationships):
- Reports to the Technical Manager Integrated Response with as requested reporting and presentations to the Director of Project Assurance and the VP of Major Projects.
- Frequent interaction with the leadership of the following internal functional groups that support assigned projects, to ensure the project objectives are achieved: Safety, ROW, Environmental Permitting, Government Affairs, Community and Indigenous Engagement, Regulatory Affairs, Supply Chain Management, Business Development, Operations, Engineering, Construction Management, Project Management, Project Controls, Non-Technical Risk, Project Development.
- Occasional management of external consultants.
Qualifications:
- Professional Engineer designation or equivalent technical education focused on resource-sector project management and construction.
- Minimum 10 years’ progressively responsible experience in the North American pipeline industry.
- Strong working knowledge of pipeline/facilities engineering, construction, project controls, and/or project management.
- Prior experience serving as a Project Manager responsible for full project lifecycle (inception to closeout).
- Excellent written and verbal communication skills, including the ability to prepare documentation suitable for ELT and Board-level audiences.
- Strong leadership, conflict resolution, and problem‑solving abilities.
- Proven ability to anticipate challenges, identify obstacles, and develop effective mitigation strategies.
- Familiarity with industry codes, regulations, standards, and specifications in Canada and the U.S.
- Experience with quality management systems and processes.
- Ability to prioritize and manage multiple assignments and deadlines.
- Collaborative, service-oriented, and highly self-motivated.
- Ability to work effectively in small, multidisciplinary teams.
Preferred:
- PMP certification.
- Knowledge of financial and administrative processes.
- Strong understanding of risk management, project economics, and finance.
- Experience across gas, oil, and power projects.
Working Conditions:
- Primarily office-based.
- Travel to other office locations for leadership or team meetings (3–4 times annually).
- Occasional field travel required to assess project performance during construction and commissioning phases, including the use of PPE.
