About the Role:

The Contract Conformance Specialist (CCS) is responsible for managing the day-to-day conformance responsibilities for all executed contractual arrangements of assigned capital and maintenance projects. This role ensures that all contractual obligations are met by managing the flow of documentation and communication between the Company and Contractors. The CCS plays a crucial role in identifying, communicating, and resolving contractual matters in a timely manner.

Key Responsibilities:

  • Demonstrate understanding of and compliance with Project Execution contracting strategy.
  • Facilitate preparation of contract exhibits, including scope, specifications, pricing, and special instructions.
  • Assist in writing technical contract language for each assigned project.
  • Coordinate with the contract management group specialist to incorporate project-specific functional requirements and contractor clarifications into final contract documents.
  • Support project management in contractor contract negotiations during the bidding and formation phases.
  • Coordinate the development of a project-specific communication plan.
  • Participate in and assist with training regarding contract conformance for team and third-party personnel.
  • Review contractor-submitted documents for compliance and notify contractors of non-compliance and deviations.
  • Maintain contractor correspondence and documentation logs.
  • Manage the change order process, including generating change directives and preparing approved change orders.
  • Prepare meeting agendas, participate in meetings, and take & distribute meeting notes for all contract-related meetings.
  • Establish and implement project contract document control and retention systems.
  • Review contractor invoices for compliance and monitor through payment.
  • Coordinate with project team, CCRL, contract conformance manager, and legal lead to resolve contractual issues.
  • Request, monitor, and track service request orders (SRO) for project outside service providers.
  • Coordinate contract close-out to ensure compliance with related contracts.
  • Prepare for and assist during company and external compliance audits.
  • Provide ongoing communication with the CCRL regarding project contractual requirements and issues, including weekly status updates.

Dimensions:

  • Assigned projects or programs with a consolidated total of up to $400MM per year.
  • Projects typically up to 4 years in duration, including those of elevated complexity.

Minimum Qualifications:

  • Bachelor’s degree in engineering, construction, legal, technical, or business discipline with a minimum of 4 years of experience in legal, engineering, construction, and/or contract administration or contract conformance of construction-related projects, preferably in the gas pipeline industry; or
  • Associate's degree with a minimum of 7-10 years of experience in the same fields.
  • Specific knowledge and experience in contracting processes and issues related to energy industry construction projects.
  • Fundamental understanding of the intent, context, purpose, and utilization of all documents typically included in or required by a contract.

  • Ability to develop collaborative working relationships with other departments.
  • Familiarity with best management practices for contracting.
  • Ability to support the negotiation of complex contracting issues.
  • Strong organizational and technical writing skills.
  • Proactive problem-solving skills with the ability to prioritize work effectively.
  • Proficiency in Microsoft Office applications.

Work Conditions:

  • Primary location will be a company field office within the assigned project.
  • Frequent travel required, approximately 35% of the time, primarily within the assigned region.
