About the Role:

  • The Contract Conformance Specialist (CCS) is responsible for managing day‑to‑day contract conformance activities for assigned capital and maintenance projects. This role ensures that all executed contractual arrangements between the Company and its Contractors are adhered to, and that contractual obligations are met throughout the project lifecycle.
  • The CCS manages documentation, communication, and compliance activities related to contracts, facilitates timely resolution of contractual issues, and works closely with internal and external stakeholders. This position reports directly to the Team Lead, SCM Major Projects Sourcing.

Key Responsibilities:

  • Demonstrate a strong understanding of and compliance with the Project Execution contracting strategy.
  • Facilitate the development of contract exhibits, including scope, specifications, pricing, and special instructions.
  • Assist in drafting technical contract language that accurately reflects scope, pricing, and project requirements.
  • Support Project Management during contractor negotiations throughout bidding and contract formation.
  • Coordinate development of project-specific communication plans.
  • Assist with delivering contract conformance training to internal teams and third-party personnel.
  • Review contractor‑submitted documents for contractual compliance; notify contractors of any deviations or non‑compliance issues.
  • Maintain contractor correspondence records and documentation logs.
  • Prepare and transmit Company correspondence with required approvals from functional leads, Construction Management, and the Project Manager.
  • Manage the full change order process:
  • Maintain change order logs
  • Generate change directives
  • Review contractor change requests
  • Prepare formal change orders for approval
  • Prepare agendas, take minutes, and distribute notes for all contract‑related meetings.
  • Ensure project contract documents are controlled and retained according to Company procedures.
  • Review contractor invoices for compliance, coordinate approvals, and track through payment.
  • Work with Project Management, SCM leadership, Legal, and other internal stakeholders to resolve contract issues promptly.
  • Request, monitor, and track Work Releases and Oracle POs for external service providers.
  • Coordinate contract closeout activities to ensure strict adherence to contractual requirements.
  • Prepare for and support internal and external compliance audits.
  • Provide weekly status updates on contractual matters to the Team Lead and support the SCM Major Projects Report.

Basic/Minimum Qualifications:

  • Bachelor’s degree in engineering, construction, legal, technical, or business discipline and a minimum of 4 years of experience in legal, engineering, construction, and/or contract administration or contract conformance of construction projects (preferably in the gas pipeline industry) OR Associate’s degree plus 7–10 years of related experience.
  • Knowledge of contracting processes and construction‑related issues within the energy industry.
  • Strong understanding of intent, purpose, and use of documents typically included within construction contracts.

  • Strong organizational skills and the ability to manage multiple tasks with limited supervision.
  • Effective problem‑solving and analytical skills, with the ability to take proactive corrective action.
  • Strong team collaboration and ability to interact effectively in a project environment.
  • Exceptional technical writing skills.
  • Ability to prioritize work in a timely manner.
  • Proficiency with Microsoft Office applications.

Dimensions:

  • Responsible for assigned projects and programs totaling up to $400 million annually.
  • Supports projects and programs of varying complexity, including those with elevated contractual or technical intricacies.

Work Conditions:

  • Primary work location is within a Company field office.
  • Approximately 15% travel, typically within the assigned region.
