Job Overview:
- The Senior Contract Conformance Specialist (CCS) is responsible for managing and overseeing all sourcing and contract conformance activities for assigned capital projects. This role ensures that contractual obligations are fully met across the project lifecycle by leading contract administration, facilitating effective communication, and proactively resolving issues.
- The CCS plays a critical role in maintaining compliance with project governance, corporate policies, and regulatory requirements while supporting project execution objectives.
Key Responsibilities:
- Demonstrate a thorough understanding of and adherence to the Project Execution contract strategy.
- Develop and prepare Request for X (RFX) documents in collaboration with stakeholders to define project scope, objectives, and technical requirements.
- Draft clear, comprehensive, and well-structured RFP documentation, including evaluation criteria and contractual obligations.
- Manage the RFP lifecycle, including:
- Issuing bid packages
- Responding to bidder inquiries
- Coordinating and facilitating pre-bid meetings
- Lead the RFP evaluation process, including:
- Coordinating cross-functional evaluation teams
- Developing scoring matrices
- Facilitating consensus reviews
- Documenting award recommendations
- Ensure adherence to governance, audit, and compliance requirements.
- Draft and finalize contract exhibits and technical specifications, ensuring all project requirements are reflected.
- Lead contract negotiations with vendors during bidding and contract formation phases.
- Collaborate with project teams, SCM leadership, and legal to resolve contractual issues and finalize agreements.
- Evaluate contract documents and contractor deliverables for compliance with:
- Contract terms and conditions
- Company policies
- Regulatory requirements
- Project governance standards
- Provide guidance to contractors to ensure adherence to contractual obligations.
- Review contractor submissions and invoices for accuracy and compliance.
- Manage invoice approval processes and communicate non-compliance issues.
- Support development and execution of project-specific communication plans.
- Provide training and guidance on contract conformance to internal teams and external partners.
- Deliver regular updates to management on contract performance, risks, and issues throughout the project lifecycle.
- Maintain comprehensive contract documentation, including correspondence logs and records.
- Establish and manage document control and retention systems.
- Prepare and distribute meeting agendas, minutes, and action logs.
- Oversee the change order process, including:
- Maintaining change logs
- Reviewing change requests
- Preparing and issuing change directives and approved orders
- Coordinate all contract close-out activities, ensuring full compliance with corporate policies.
- Submit finalized contract documentation for retention and audit purposes.
- Support internal and external compliance audits as required.

Qualifications:
- Bachelor’s degree in Engineering, Business, Construction Management, Law, or a related field OR
- Associate degree with 10+ years of experience in managing major engineering and construction contracts
- Extensive experience in:
- Contract formation and administration
- Field contract management
- Strategic sourcing
- Contract negotiations for large-scale projects
- Strong expertise in interpreting and administering contractual terms and conditions
- Proven ability to collaborate across cross-functional teams and engage stakeholders at all levels
- Excellent organizational and time-management skills, with the ability to manage multiple priorities
- Advanced analytical and problem-solving skills, with a proactive approach to issue resolution
- High attention to detail and commitment to compliance and governance standards
- Proficiency in:
- Microsoft Office Suite
- Microsoft Teams
- Oracle systems
- SharePoint
Work Conditions:
- Primary location will be Enbridge’s office and project field office location.
- The position requires some travel, approximately 10-25% of the time within the assigned project.
