Job Overview:
The Project Coordinator is responsible for coordinating, monitoring, analyzing, and identifying all permit and non-technical risk items related to Liquids Pipelines (LP) facility work. This encompasses Operations, Core Programs, and Major Projects activities related to Maintenance Capital Improvement (MCI), Maintenance and Line Operations (MLO), and other scopes executed by the department. Acting as a business partner to all support groups, the role connects stakeholder groups to project team members, identifies and logs potential risks in permits, information, or processes, and facilitates the successful execution of planned work within designated outage windows, achieving targeted in-service dates.
Key Responsibilities:
Coordination & Stakeholder Engagement:
- Act as a trusted advisor and strategic partner with a customer service mindset to Project Managers (PMs), Construction Managers (CMs), Operations, Major Projects, and stakeholders such as Environment, Lands, NTR, Regulatory, SCM, CIE, and more.
- Serve as the central point of contact for permit and non-technical risk information, coordinating external groups with the right project team members (PMs, CMs, Project Controls, Leadership, etc.).
- Bridge and improve information or coordination gaps for scopes executed by different groups, promoting a unified approach with a "One Enbridge" mindset.
- Monitor and ensure that stakeholders are aware of schedule changes affecting their work, ensuring overall program alignment.
- Identify and ensure key permit milestones are included in Project Controls schedules.
Permit Monitoring, Data Entry, Analysis, and Reporting:
- Enter permit requests on behalf of Project Manager(s) into the Enbridge PACMAN system.
- Monitor and log all permit and non-technical risks, communicating updates and changes to the Planning Coordination Team and respective PMs.
- Analyze the entire program permit status (short-term, annual, multi-year) and highlight risks or gaps affecting the project's schedule, especially risks to outage schedules.
- Monitor, log, and report on department Key Performance Indicators related to permits and non-technical risks.
- Provide a quality assurance function on permit schedule dates in PACMAN, ensuring stakeholders update new permit forecast timelines.
Qualifications:
- Bachelor’s degree or diploma in Engineering, Business, Sciences, or a related field, or an equivalent combination of education and experience.
- Minimum 7 years of experience in project management, coordination, construction, or project controls, with a comprehensive understanding of municipal, provincial, state, and federal permits.
- Experience in coordination roles related to new pipeline or facility construction is an asset.
- Experience in industrial projects with interfaces across engineering, procurement, contracting, execution & construction, and commissioning is an asset.
- Strong understanding of construction activities, interdependencies, and resource management.
- Excellent communication skills to effectively liaise between diverse project teams and stakeholders.
Working Conditions:
- Office environment with potentially high-stress levels due to deadline-oriented planning.
- Occasional overnight business trips to the field, requiring Personal Protective Equipment (PPE). (10%)
