Description:

  • This role is ideally suited for experienced Engineers—including Project Engineers, Field Engineers, Construction Engineers, or execution‑focused Planning Engineers—who thrive in complex, multi‑stakeholder environments and take full ownership of advancing work from concept through field execution.
  • The Planning Engineer – Execution Enablement plays a critical role in enabling safe, accelerated execution across a large, multi‑billion‑dollar brownfield pipeline and facilities portfolio spanning multiple states and provinces. The focus of the role is not traditional scheduling or reporting, but execution enablement—advancing mechanical, electrical, and civil projects into service earlier by identifying risks, unlocking opportunities, and aligning engineering, procurement, construction, operations, supply chain, and investment stakeholders.
  • A core accountability of the role is site layout planning and program‑level risk and opportunity ownership, with a mandate to drive execution‑focused optimizations that can deliver months or even years of schedule gains through early enablement, sequencing, and stakeholder alignment.

Key Responsibilities:

  • Own execution readiness across a large, multi‑year portfolio of pipeline and facilities projects, ensuring scope maturity, coordination, and field readiness when execution windows open.
  • Identify program‑level risks and opportunities, actively driving optimization actions that improve schedule certainty, resource capacity, and capital investment value.
  • Increase in‑year capital execution by advancing in‑scope work, accelerating In‑Service Dates (ISDs), and unlocking readiness ahead of plan.
  • Proactively identify and enable high‑value tuck‑in and complementary work scopes to be executed alongside sanctioned projects, improving capital efficiency and execution productivity.
  • Collaborate closely with:
  • Project Managers
  • Project Controls and Schedulers
  • Construction Managers
  • Regional Engineers
  • Pipeline Maintenance teams
  • Supply Chain teams
  • Investment Owners / Sponsors
  • Act as the central integration point between Engineering, Construction, Operations, Project Controls, Supply Chain, and Sponsors—bridging the gap between planning and field execution.
  • Apply strong negotiation and relationship‑building skills to resolve constraints and ensure commitments translate into field execution and in‑service results.
  • Evaluate capital versus schedule trade‑offs, including:
  • Early engineering
  • Long‑lead materials
  • Contractor and construction capacity
  • Procurement strategies
  • Enabling works
  • Work with Supply Chain to align procurement strategies, vendor capacity, and material delivery timelines with execution and advancement opportunities.
  • Engage Investment Owners / Sponsors to align scope, timing, funding, and value‑realization decisions to support optimized and accelerated execution.
  • Maintain the department‑level Golden Project List, ensuring priorities reflect execution readiness, advancement opportunities, supply‑chain realities, and sponsor objectives.
  • Manage planning and progress data across 200+ projects, ensuring accuracy, consistency, and usability across regions.
  • Develop and maintain spatial plot plans (GIS‑based) to manage congestion, sequencing, and shared resource constraints.
  • Travel up to 15% to engage with field teams, operating facilities, suppliers, and regional offices.

What Success Looks Like:

  • In‑year capital execution increases through ISD acceleration and scope pull‑forward, not deferral.
  • High‑value complementary scopes (electrical, civil, and mechanical) are identified early, bundled where appropriate, and executed efficiently.
  • Materials, funding approvals, and execution windows are aligned proactively—not reactively.
  • Risks are surfaced early, addressed decisively, and resolved collaboratively.
  • Commitments made in planning and sponsor forums are carried through to construction, commissioning, and in‑service delivery.

Qualification:

Required:

  • Bachelor’s degree in Engineering (Mechanical, Civil, Electrical, or related).
  • Eligible for registration as a Professional Engineer (P.Eng.) with the applicable regulator.
  • 8+ years of experience supporting pipeline or facilities project execution with accountability for scope, schedule, or delivery outcomes.
  • Strong understanding of brownfield execution, including work in:
  • Energized electrical systems, and/or
  • Pressurized, flowing pipelines
  • Hands‑on experience working with Project Management, Project Controls, Scheduling, Construction, Operations, Supply Chain, and Investment Sponsors.
  • Proven ability to influence, negotiate, and align diverse stakeholders to drive execution readiness and follow‑through.
  • Willingness to travel and engage regional teams, suppliers, and investment owners.
  • Comfortable working in ambiguity and driving results in fast‑moving, high‑impact environments.

Preferred:

  • Business‑related degree, certification, or experience in Asset Management, Capital Planning, or Portfolio Optimization.
  • PMP certification or formal project management training.
  • Field engineering, construction management, or inspection experience.
  • Pipeline intervention experience (e.g., Stopples, BISEPs, Line Stops, hot taps).
  • Deep supplier network for electrical components (e.g., switchgear, power transformers), including experience sourcing regulated pipeline facility equipment.
  • Experience applying value‑based or asset‑focused investment decision‑making frameworks
