If you want to play an integral role in our transformation, we are seeking an experienced Enterprise Programme Managament Office Lead to design, embed, and champion a modern, fit-for-purpose Enterprise Programme Management Office (EPMO). Previous Local Government experience is not a requirement for this role – the right candidate could come from a wide range of different employment backgrounds.

This is a pivotal leadership role responsible for aligning project delivery across Council with strategic priorities and driving excellence in programme and portfolio management across the organisation.

About the role | Kō tēnei tūranga mahi

As our EPMO Lead, you’ll play a critical role in shaping how we govern, prioritise and execute strategic initiatives. You will:

  • Lead the design and implementation of an enduring enterprise PMO framework aligned with the needs of a transformed local government.
  • Act as a trusted strategic partner, providing leadership, insight, and analysis to guide prioritisation, investment and resource planning.
  • Build and lead a high-performing PMO team that delivers value, promotes agility, and fosters continuous improvement.
  • Establish and maintain portfolio governance structures, ensuring consistency, accountability, and strategic alignment across all projects and programmes.
  • Drive adoption of prioritisation tools and frameworks that integrate with Council’s planning, budgeting, and reporting systems.
  • Support capability-building across the organisation through training, mentorship, and capability development in project and programme management.

This is a role for someone who thrives on collaboration, influence, and delivering real outcomes that benefit both internal stakeholders and the wider community.

You are a strategic thinker and proven leader, experienced in standing up and leading a high-impact EPMO in a complex, multi-stakeholder environment. You’ll bring:

  • Significant experience in enterprise-wide programme/portfolio management.
  • Strong knowledge of project management methodologies and governance frameworks.
  • An exceptional communication style – with the ability to talk on the same level as a wide range of generalists and specialists across Council and external stakeholders .
  • Demonstrated ability to lead change, build capability, and drive strategic alignment.
  • An understanding that organisational change isn’t once and done – we’re looking to build a culture of continuous improvement and community-focused outcomes.
  • Relevant qualifications and professional certifications are essential.
