CDC NSW is looking for an engaged, proactive and hands on leader to join our executive team as General Manager - HSEQ based in Northwest Sydney.

We are looking for an exceptional HSEQ leader to lead health, safety, environmental, and quality performance across our large NSW workforce. This executive role defines corporate safety strategies, oversees regulatory compliance with bodies like Transport for NSW (TfNSW) and the National Heavy Vehicle Regulator (NHVR) and drives a generative safety and risk culture.

Our ideal candidate will:

  • Strategic Leadership: Develop and champion the overarching HSEQ strategy, vision, and objectives in alignment with the Transport for NSW or equivalent state transport authority guidelines.
  • Compliance & Governance: Ensure adherence to WHS legislation, Chain of Responsibility (CoR) laws, environmental protection regulations, and quality accreditations.
  • Risk Management: Oversee critical risk controls, psychosocial hazards management, and hazard identification across multisite operations and extensive transit networks.
  • Incident Management: Lead complex investigations, root cause analyses, and the implementation of corrective actions and preventative strategies.
  • Stakeholder Engagement: Act as the primary HSEQ advisor to the Board, CEO, and stakeholders. Coach frontline managers and operations leaders to embed a robust safety culture.
  • Assurance & Auditing: Initiate regular internal and third-party audits to ensure management systems are effective, up-to-date, and delivering meaningful insights rather than just "paper compliance".

Key Qualifications & Experience

  • Education: Relevant tertiary qualifications in WHS, Environmental Science, Engineering, or Business Management. Exemplary professional credentials include Lead Auditor certifications and Safe Work Australia recognized WHS accreditations.
  • Industry Experience: 10+ years in senior HSEQ leadership roles, with a proven background in heavy industry, logistics, or large-scale public passenger transport (rail, bus, or light rail).
  • Regulatory Expertise: Deep, specialized understanding of Australian transport laws and state-specific safety management systems.
  • Leadership Capabilities: Exceptional executive-level influencing skills, crisis management abilities, and a track record of driving significant cultural change within a complex, unionised, or geographically dispersed operating environment.

Success in this role will be measured by leadership capability, executive confidence, quality of risk visibility, and the effectiveness of controls around serious harm and psychosocial risk.
