Our Branch 

Network Strategy, Planning and Design branch is responsible for a range of strategic and business planning activities, including the planning of Council’s evolving public transport network. This involves the development of service initiatives to accommodate future growth, embrace technological change, and deliver enhanced network integration. 

The role 

We are seeking an exceptional executive leader to establish and lead the newly integrated Capability, Training and Assurance function supporting the growth, operational excellence and long-term sustainability of Public Transport Services and our workforce. 

This is a unique opportunity to influence organisational performance at scale by developing the workforce capability, training and assurance systems that underpin safe, reliable and customer-focused transport services for our city. 

You will lead the design and delivery of contemporary workforce capability strategies, competency learning frameworks and assurance systems that ensure employees are equipped to safely and effectively perform operational and asset management roles. Through strong governance, innovation and stakeholder partnerships, you will build organisational readiness and workforce resilience while ensuring compliance with regulatory and safety obligations 

In this role, you will: 

  • Lead strategic workforce capability planning and organisational readiness learning and development initiatives to build our future workforce needs in line with organisational priorities.  
  • Establish and oversee best-practice training frameworks, competency standards, assurance systems and learning governance to support operational readiness, regulatory compliance and measurable business outcomes.  
  • Drive innovation in workforce development through contemporary adult learning methodologies, including blended learning, experiential learning, digital learning solutions, workplace coaching and competency-based assessment.  
  • Provide executive oversight of training providers, suppliers and commercial contracts, ensuring strong governance, risk management, supplier performance and value-for-money outcomes.  
  • Lead multidisciplinary teams across capability, training and assurance functions, fostering a high-performing culture focused on safety, service excellence, continuous improvement and customer outcomes.  
  • Build strong partnerships with operational leaders, regulators, industry stakeholders and government agencies while implementing assurance and reporting systems that monitor workforce capability 

To be successful, you will have: 

  • Proven executive leadership experience leading operational capability development, training needs analysis and solutions, competency and assurance functions within complex operational environments 
  • Demonstrated success designing and implementing workforce capability frameworks, competency standards, training programs and assurance systems that support operational excellence and compliance. 
  • Experience providing executive oversight of external service providers and contracts, including supplier performance, commercial governance, risk management and assurance outcomes. 
  • Strong people leadership capability with a track record of building and leading high-performing multidisciplinary teams that deliver coordinated, customer-focused outcomes. 
  • Expertise in developing systems, reporting frameworks and analytics that monitor workforce capability, training compliance, competency assurance and organisational performance. 
  • Highly developed stakeholder engagement, influencing and strategic problem-solving skills, with the ability to build trusted relationships and translate operational requirements into practical, evidence-based workforce capability solutions. 

Desirable: 

  • Experience working within public transport, infrastructure, asset management or other safety critical operational environments. 
  • Experience implementing or managing training management systems and digital learning platforms. 
  • Experience managing multi-disciplinary teams located in dispersed, multi-site locations. 
  • Knowledge of regulatory training requirements and competency assurance frameworks relevant to operational or safety critical industries
