Our Branch  

Network, Strategy, Planning and Design branch is responsible for a range of strategic and business planning activities, including the planning of Council’s evolving public transport network. This involves the development of service initiatives to accommodate future growth, embrace technological change, and deliver enhanced network integration.  

The role 

Reporting to the Manager, Capability Training and Assurance, you will provide expert leadership across training assurance, governance, accreditation, compliance and learning systems, ensuring training delivery is consistent, evidence-based and aligned with operational, organisational and regulatory requirements. 

This new role is an exciting opportunity to influence training quality and compliance across critical functions of Public Transport Services. You'll work with experienced leaders, contribute to organisational capability and help ensure our workforce is equipped to deliver safe, reliable and effective services for our community. 

You will play a key role in strengthening organisational capability by implementing assurance frameworks, monitoring compliance, overseeing quality and moderation processes, and driving continuous improvement across public transport training programs. 

You will be responsible for: 

  • Developing and maintaining a robust training assurance framework that supports compliance, consistency and quality outcomes across all training streams 
  • Leading governance, optimisation and assurance of learning systems, ensuring data integrity, compliance reporting and effective workforce capability management 
  • Monitoring and reporting on compliance with training standards, competency requirements, legislation, regulatory obligations and accreditation frameworks, identifying risks and recommending corrective actions 
  • Leading moderation, validation and assurance activities to ensure training delivery, assessment practices and competency outcomes are consistent, compliant and fit for purpose 
  • Identifying training-related risks and implementing governance controls to support safe, compliant and effective operational outcomes 
  • Analysing training, compliance and performance data to identify trends, risks and opportunities for improvement 
  • Delivering assurance reporting and insights to senior leaders critical for risk management and continuous improvement. 

To be successful, you will bring: 

  • Demonstrated experience leading assurance, audit, compliance, quality or governance activities within a complex and operationally focused environment 
  • Experience administering or managing software systems such Learning Management Systems and enterprise software platforms, with a focus on data integrity and reporting 
  • Experience undertaking or coordinating audit, validation, moderation or quality review activities within a training, competency or operational assurance environment 
  • Strong analytical skills and the ability to interpret training, compliance and performance metrics to inform decision-making 
  • Knowledge of regulatory, compliance and accreditation requirements relevant to operational training environments 
  • Proven experience developing and implementing assurance frameworks, policies, procedures and standards 
  • Excellent stakeholder engagement, communication and influencing skills. 

Desirable:  

  • Experience within public transport or other regulated operational environments 
  • Relevant qualification in training, quality assurance or business management.
