Asphalt and Aggregates (A&A) oversees the management of Council's quarries and road surfacing operations, including the laying and repair of asphalt pavements, minor pothole repairs and road line marking. The branch consists of three core business units: Road Resurfacing, Asphalt Production and Quarries.
About the Role
We are seeking an Asphalt Operations Manager to lead and shape the future of our asphalt manufacturing and transport operations at Eagle Farm and Riverview. This is a high-impact executive leadership role, offering full accountability for the operational performance, strategic direction, and long-term sustainability of our asphalt plants.
The role is central to achieving operational excellence across production, maintenance, transport, and technical functions. You will set the strategic vision for asphalt operations while ensuring the safe, reliable, and cost-effective delivery of high-quality asphalt products that support critical infrastructure outcomes and organisational growth.
As a senior leader, you will own the end-to-end performance of multiple manufacturing assets and a fleet of trucks, balancing day-to-day operational excellence with long-term strategic objectives. You will align plant operations with corporate priorities, regulatory requirements, and broader Field Services initiatives, ensuring seamless integration across the business. A strong focus on safety, health, environmental stewardship, and quality will underpin all aspects of the role, with best practice embedded as a standard rather than an aspiration. Leading large, multidisciplinary teams, you will create a high-performance culture grounded in accountability, collaboration, and continuous improvement.

What we are looking for
We are looking for a proven senior operational leader with deep experience in asset‑intensive, industrial or manufacturing environments, ideally within asphalt, construction materials, or complex field‑based operations.
You bring:
- Senior leadership experience leading high‑performing teams to deliver complex infrastructure services within integrated planning, regulatory, and government environments.
- Strong capability in managing high‑risk projects, procurement, governance, and major road resurfacing programs, supported by excellent communication and negotiation skills.
- Financial and risk management with experience overseeing operational budgets, regulatory compliance and governance in high risk, high accountability settings.
- Deep industry knowledge with strong strategic and commercial acumen
- Tertiary qualifications in Business, Management, Commerce or a related discipline or equivalent
- Inclusive and people-focused leadership style in the with Council’s Leadership Blueprint.
