About the Role

Reporting to the Chief Financial Officer, the Corporate Treasurer is a senior executive leadership role within Strategic Finance, responsible for setting the strategic direction of Council’s treasury function and strengthening long-term financial sustainability across the organisation.

You will build and mature a contemporary treasury function that enables efficient, accountable and sustainable service delivery across Council. You will provide strategic advice, deep technical expertise and service excellence, while growing people and building capability within the function.

This is a city‑shaping executive leadership opportunity. As Corporate Treasurer, you will safeguard Brisbane City Council’s long‑term financial sustainability, balancing affordability, resilience and intergenerational equity across major infrastructure, service delivery and capital investment decisions.

As a member of Council’s executive leadership cohort, you will contribute beyond the treasury portfolio, supporting whole‑of‑organisation strategy, governance, reform and crisis response. This includes engaging with elected members, senior executives and external institutions, and providing calm, authoritative financial leadership in high‑profile and high‑accountability environments.

Key aspects of the role include:

• Leading Council’s Corporate Treasury function, overseeing debt, cash, liquidity and investment portfolios to ensure financial resilience and sustainability
• Driving long-term financial sustainability modelling, aligning funding strategy with asset management and infrastructure planning priorities
• Establishing and maintaining a comprehensive Financial Risk Management Framework, embedding strong governance, internal controls and compliance across treasury operations
• Leading the annual Queensland Treasury Corporation credit review and borrowing program, ensuring optimal financing arrangements
• Providing expert strategic advice to executive leaders, contributing to informed decision-making on major financial, commercial and infrastructure initiatives
• Driving continuous improvement and digital modernisation of treasury systems, embedding robust controls, cybersecurity awareness and data-driven reporting capability
• Building and leading a high-performing team, fostering a culture of accountability, stewardship and service excellence

This role offers significant visibility across Council and the opportunity to shape the financial stewardship of one of Australia’s largest cities, directly influencing sustainable service delivery and long-term community outcomes. It will suit a finance leader who is motivated by public value, long-term sustainability and the opportunity to shape financial strategy at city scale.

About You

You are an accomplished enterprise treasury or finance executive with deep expertise across funding strategy, debt and investment management, and financial risk governance.

You combine strategic acumen with strong technical capability and are comfortable operating in complex, high-accountability environments. You bring a track record of negotiating and structuring sophisticated financial arrangements and advising senior stakeholders on financial sustainability and risk.

You will demonstrate:

• Significant senior-level experience in treasury, structured finance, project finance, capital markets or financial risk management within a large public or private sector organisation
• Proven capability in identifying optimal financing, debt and investment management opportunities that reduce cost and enhance returns
• Experience operating within, or advising, highly regulated or public‑accountability environments, with an ability to navigate governance, legislative and stakeholder complexity
• Strong strategic, analytical and critical thinking skills applied to complex financial structures and commercial arrangements
• Experience leading financial risk management frameworks and ensuring robust governance, compliance and internal control environments
• Exceptional communication, negotiation and stakeholder engagement capability, with the ability to influence at executive and external levels
• A people-focused leadership style with demonstrated success in building capable, high-performing teams

To be eligible for this position, tertiary qualifications in accounting, business or a related discipline are required. You must hold CPA or CA accreditation (or equivalent Australian recognition). Postgraduate qualifications in management or public administration will be highly regarded.
