Our Branch
Rates Management is responsible for the accurate billing, collection and administration of Council rates for a large and diverse property base across Brisbane. The branch operates in a high‑volume, customer‑facing environment, where accuracy, confidentiality and adherence to legislation are essential. The team works collaboratively across several specialist functions and is supported by clear processes, comprehensive documentation and strong leadership.
The Role
As a Rates Management Officer, you will deliver efficient and accurate rating services by processing complex customer, property and account maintenance transactions in line with legislation, policy and agreed work practices.
This is a hands‑on, high‑volume role involving direct contact with customers via phone, email and correspondence. You will regularly interpret legislation, analyse data within Council systems and make decisions within defined delegations, escalating matters where required.
Band 4 officers are expected to support team capability through coaching, mentoring and buddying staff, as well as participating in continuous improvement initiatives.
The role operates within a rotation model, rotating approximately every six months across customer account teams, assessing and debt functions. This model ensures cross‑skilling and operational resilience and is a non‑negotiable requirement of the role.
Key responsibilities include:
- processing complex rates‑related transactions across customer, property and account maintenance
- responding to high volumes of customer enquiries, including managing difficult conversations where outcomes may not always be favourable
- analysing and interpreting information in corporate systems to resolve issues and support sound decision‑making
- applying relevant legislation, including the City of Brisbane Act and budget resolution, to everyday work activities
- prioritising work to meet performance standards while maintaining accuracy, confidentiality and attention to detail
- supporting the development of team members through coaching, mentoring and knowledge sharing
- contributing to business improvement initiatives and agreed change activities.
To be successful you will have:
- demonstrated experience working in a high‑volume, transactional or regulatory environment
- strong customer service skills, including the ability to manage sensitive or challenging conversations professionally
- the ability to interpret and apply legislation, policy and procedures to complex transactions
- well‑developed organisational skills, with the ability to prioritise competing workloads while maintaining accuracy and confidentiality
- sound problem‑solving skills, including analysing data and interrogating systems to resolve issues
- strong communication and interpersonal skills, including the ability to coach, support and guide colleagues
- a willingness to work within structured processes, follow agreed guidelines and raise improvement opportunities constructively.
