The role

The Infrastructure Services Group is a core delivery arm of Council, responsible for ensuring the comprehensive planning, development, delivery and maintenance of essential infrastructure and assets across Brisbane, that support community needs, enhance quality of life for residents and visitors, as well as economic vitality.

Reporting directly to the General Manager, Strategy and Performance, Infrastructure Services, the Manager Group Planning and Performance, is a trusted member of the Senior Leadership Team. The successful applicant will drive performance improvement and align group objectives; identify and guide continuous improvement initiatives to increase value; lead corporate engagement to ensure alignment with One Council goals.

The Manager communicates and embeds Council’s strategic priorities, coordinates initiatives, balances governance and compliance, and uses data insights to build a high-performance, community-focused culture consistent with local government best practices.

The Manger will be driving and championing a continuous improvement and service excellence agenda, working collaboratively to deliver value to our city.

In this role you will

  • Drive Infrastructure Services Group strategy, planning, governance, compliance, and performance to deliver Council priorities
  • Develop and review ISG Strategy, Business Plans, and programs to ensure Council alignment
  • Set governance frameworks and compliance processes to meet statutory and policy obligations
  • Use research and performance data to monitor progress and guide decisions
  • Coordinate across teams and stakeholders to ensure shared understanding and strategic alignment
  • Build relationships with government, industry, business, elected officials, and the community
  • Lead and develop teams, fostering inclusion, capability growth, and wellbeing
  • Oversee budgets, resource allocation, performance reporting, and prepare briefings for executives and Council.

What you will bring

  • Proven skills and capability, judgement and credibility to operate in a complex public sector environment and to enable the effective delivery of Council’s priorities
  • Demonstrated experience providing high‑quality, trusted analytical and conceptual abilities leveraging data to improve strategy and performance
  • Strong ability to operate across organisational boundaries, coordinate priorities and support integrated delivery in large, complex organisations, with an understanding of enterprise‑wide impacts, interdependencies and risks
  • Experience with infrastructure and services businesses or government organisations, including strategic and business objectives
  • Expertise in financial and management reporting, offering high-quality analysis and advice
  • Highly developed communication, negotiation and influencing skills, with experience engaging effectively with senior executives, elected representatives, government agencies and diverse stakeholders
  • An inclusive, people focused leadership approach that builds trust, supports collaboration and drives high performance, aligned with Council’s Leadership Blueprint.

Desirable: relevant tertiary qualifications in business, public administration, policy, governance, or a related field (or equivalent).
