The Team
Strategic Procurement focuses on efficient sourcing, purchasing, contract management and supply chain strategies. The Construction Operations and Maintenance team cover a broad range of construction and operations services including civic and building, gardening and landscaping, transport and drainage, electrical, maintenance and repair services. The category team consists of three groups that look after a selection of categories. The vacant role sits in the team which manages the areas of roads and building services, drainage and waterways, parks, gardens & open space.
The Role
This is an excellent opportunity for a procurement professional to lead category management activities across a diverse portfolio of spend categories, delivering value-for-money outcomes and supporting Council’s strategic objectives. Working closely with internal stakeholders, you will drive procurement planning, strategic sourcing, value chain optimisation, contract management, supplier performance, and CAPEX savings initiatives, while ensuring procurement activities are aligned with business needs and organisational priorities.
Some of your day-to-day responsibilities:
- developing and implementing category strategies that deliver value-for-money procurement outcomes
- partnering with stakeholders to plan and deliver sourcing activities aligned to business needs
- managing end-to-end procurement processes, including market analysis, tendering, negotiation, and contract establishment
- building strong supplier and stakeholder relationships to drive performance, innovation, and continuous improvement
- monitoring supplier performance, contract compliance, and procurement reporting, including CAPEX savings and benefits tracking
- identifying cost savings, efficiency improvements, and opportunities to optimise value across spend categories
- managing supply and commercial risks while providing expert procurement advice and support across the organisation.
To be successful you will have:
- demonstrated evidence of capabilities in Council’s Leadership Blueprint to deliver performance excellence and a values-based culture.
- comprehensive capability in developing and implementing category strategies and category management including strategic sourcing and contract management to deliver improved customer experience and reduce costs.
- well-developed analytical capability including advanced spread sheeting for data manipulation and advanced commercial calculations and decision making.
- understanding of customer thinking including value chain analysis and ability to collaborate with suppliers to identify and implement innovation at various points in the value chain.
- high level interpersonal and written communication skills including the ability to negotiate, influence and build positive working relationships to resolve complex business issues, and manage confidential and sensitive matters.
- demonstrated ability to participate in the successful negotiation, formation and management of contracts and supplier agreements that meet organisational targets.
Tertiary qualifications in a relevant discipline and/or MCIPS accreditation, possession of a Construction General Induction Card, and experience with contract law and council legislative framework is desirable but not mandatory.
