Our Branch

The Business Excellence and Performance (BEP) branch empowers Council to deliver greater community and organisational value through strong strategy, governance and enterprise alignment. We drive efficiency and effectiveness in project, program and portfolio management, enabling smarter investment decisions and clearer visibility of enterprise performance.

Through integrated governance, service excellence and ‘One Corporate Services’ ways of working, BEP builds capability, strengthens connections between people, services and processes, helping Council plan well, invest wisely and achieve better outcomes.

By bringing strategy and delivery together, BEP ensures Council’s priorities are translated into coordinated action and measurable results for our community.

The Role

Play a key role in shaping Council’s future service delivery by providing expert financial analysis to support the Service Prioritisation Project. Working closely with service and capability owners, you will help drive evidence-based decision-making by determining the true cost-to-serve across Council services and capabilities, enabling informed resource allocation and investment decisions.

In this strategic role, you will lead the financial analysis required to support the implementation of a top-down budgeting approach, ensuring costs, priorities and outcomes are clearly understood and aligned. You will collaborate with a diverse range of stakeholders to embed robust financial practices, strengthen financial governance, and support the successful implementation of the Service Prioritisation Framework.

This is an opportunity to influence organisation-wide decision-making, improve financial transparency and contribute to the sustainable delivery of services for Brisbane's growing community.

To be successful in this role, you will have:

  • An ability to build strong stakeholder relationships, contribute to a high-performing team culture, and influence outcomes through effective collaboration and communication.
  • Strong research, analytical and problem-solving skills, with the ability to identify risks and opportunities, navigate complexity, and develop practical solutions with stakeholders.
  • Excellent written and verbal communication skills, including the ability to negotiate, influence and present complex information clearly.
  • Demonstrated financial acumen and experience in corporate finance, financial analysis and business decision support.
  • Proven ability to drive efficiencies, improve business outcomes and deliver innovative solutions in evolving and ambiguous environments.
  • Highly developed planning and organisational skills, with the ability to manage competing priorities, meet deadlines and deliver results in complex and politically sensitive environments.

Desirable: A degree level qualification in a relevant discipline such as economics, accounting, government, public administration or a business-related field.

Benefits of working for Council include:

  • flexible working hours, and flexible arrangements
