Our Branch  

Network Strategy, Planning and Design branch is responsible for a range of strategic and business planning activities, including the planning of Council’s evolving public transport network. This involves the development of service initiatives to accommodate future growth, embrace technological change, and deliver enhanced network integration.  

The Role  

The role is office based and is required to lead a large workforce of up to 30 Workplace Trainers to deliver complementary programs essential for the training and ongoing maintenance of standards of the bus operator workforce. This role is responsible for the design, implementation and compliance training requirements of contemporary heavy vehicle driving standards and training programs for new employees, existing operators and development initiatives.  

It will ensure the consistent delivery of safe operating practices, competency-based assessments, and industry-leading driving standards across Public Transport Services supporting employees equipped for consistent safety-critical decision making. 

In this role, you will:  

  • Lead the Training School workforce to deliver contemporary bus operator training programs, ensuring training quality, instructor capability and consistent delivery standards across all activities in alignment with legislative, operational and organisational requirements.  
  • Lead maintenance of competence and remedial performance programs, ensuring operators continue to meet driving standards throughout their employment lifecycle. 
  • Lead training validation, assessment moderation and performance monitoring activities to ensure competency assessments are reliable, consistent and aligned with operational standards. 
  • Partner with key stakeholders including Learning and Development, Transport Operations, and Health, Safety, Security and Environment to manage risks, and support enhanced resource planning and implementation. 
  • Demonstrated experience to optimise training capacity, resource allocation and scheduling to support operational continuity and workforce planning requirements 
  • Support workforce growth objectives through scalable training delivery models that meet future operational and service demands 
  • Drive the evaluation of driver performance, identify development opportunities, and promote a culture of safety, accountability and excellence through evidence-based training methodologies and compliance frameworks. 

To be successful you will have:  

  • Demonstrated leadership experience managing operational training functions, instructors or competency-based workforce development programs within a transport, logistics or other safety-critical environment 
  • Extensive experience within the driving industry, including the heavy vehicle industry, with a strong understanding of heavy vehicle operations and the competencies required of professional drivers 
  • Proven experience leading, designing, implementing, and evaluating training quality, assessment validation and competency frameworks, driver development programs and practical assessment methodologies within a regulated environment 
  • Strong knowledge of heavy vehicle operational standards, legislative requirements, regulatory obligations and industry best practice 
  • Well-developed analytical skills, with the ability to interpret training, safety, and performance data to identify trends, measure outcomes and drive continuous improvement 
  • Highly developed stakeholder engagement, communication and influencing skills, with the ability to build effective relationships  
  • A demonstrated commitment to creating and sustaining a safety-focused, accountable and customer-centric culture. 

Desirable:  

  • Certificate IV in Training and Assessment. 
  • Experience in public transport operations, heavy vehicle industry or large-scale transport workforce environments. 
  • Experience implementing contemporary assessment approaches including psychometric or psychomotor tools
