Within City Planning and Economic Development Services, Development Services facilitates high-quality, sustainable development assessment outcomes, delivering end‑to‑end development assessment, plumbing approvals. TRACE, or Tracking of Approvals, Compliance and Enforcement, is a pivotal system transformation to modernise service delivery, improve customer experience and embed new ways of working. 

The Role  

As the Principal Process Specialist (Band 7), you will be responsible for translating complex business requirements within TRACE, working within an integrated transformation program to provide advice and direction on product development for development and plumbing approvals. The role provides strategic advice and leadership to a diverse stakeholder group, ensuring comprehensive insight across the design and development of the system to deliver a quality outcome for future development services.  

The role operates at the intersection of business transformation, enterprise-scale product development and large‑scale systems delivery shaping how development assessment and plumbing approvals services are translated into sustainable, enterprise‑level system solutions. 

Reporting to the Product Owner, this role provides critical leadership within a small, high‑performing team. While the role has no formal direct reports, it provides regular direction, guidance and issues resolution across multidisciplinary delivery teams. The Principal Process Specialist frequently steps into product‑owner‑style responsibilities when required. 

You will work closely with business analysts, functional analysts, process specialists, product, delivery and technical teams to: 

  • lead detailed analysis of features and stories to ensure business processes are optimised before being built 
  • shape and influence backlog prioritisation by balancing business value, technical reuse and delivery constraints 
  • act as a key interface between the business and the delivery team, maintaining a clear line of sight to operational needs 
  • provide authoritative advice on process design, sequencing and rollout decisions in a fast‑moving, high‑profile environment 
  • lead data quality, process performance and information integrity initiatives to support adoption and long‑term maturity of the platform 
  • support agile planning activities including program increment planning, sprint planning and feature and story sizing 
  • facilitate and support business readiness activities as part of a structured business release management plan 
  • play a visible leadership role across the extended product and delivery community, particularly when project pressures are high or competing priorities emerge. 

TRACE is an established program with a critical pathway for delivery. The Principal Process Specialist role requires a strong, confident practitioner who can operate with autonomy, credibility and judgement. You will be relied on heavily during periods of competing demand and senior engagement, including executive‑level visibility. 

To be successful you will have: 

  • have an excellent practical understanding of Development Assessment processes 
  • be a highly organised individual who can manage competing priorities, have excellent time management skills and is accurate 
  • have a thorough understanding of current business processes, ability to quickly check facts and identify opportunities for improvement with solution functionality 
  • be comfortable working with and testing hypotheses and assumptions for future elaboration 
  • think logically and analytically, and be decisive under pressure 
  • employ a consistently collaborative approach and ability to think from a systems perspective 
  • be a conceptual thinker who works well with words, pictures, process models and diagrams, and can assimilate information quickly 
  • have the ability to work as part of an agile team and rapidly acquire an understanding of the delivery model. 
  • strong capability in analysing and redesigning end‑to‑end processes to improve performance, compliance and customer outcomes 
  • the ability to quickly develop deep knowledge of complex systems and provide clear, practical guidance to others 
  • highly developed communication, facilitation, influencing and negotiation skills, with confidence working across technical and non‑technical audiences 
  • Qualifications in business process analysis or similar, and experience working with Dynamics 365 or comparable enterprise platforms, will be highly regarded.
