EXECUTIVE MANAGER, PORTFOLIO PROGRAM MANAGEMENT AND ASSETS

The role 

The Infrastructure Services Group is a core delivery arm of Council, responsible for ensuring the comprehensive planning, development, delivery and maintenance of essential infrastructure and assets across Brisbane, that support community needs, enhance quality of life for residents and visitors, as well as economic vitality. 

Reporting to the General Manager, Transport Assets and Operations, you will be operating as a key member of the Infrastructure Services leadership team, you will provide strategic leadership for Council's infrastructure portfolio, program management and asset coordination functions. 

You will lead the development and delivery of long-term infrastructure programs, champion strong governance and financial stewardship, and ensure the effective management of a substantial rolling capital works and asset renewal pipeline. 

This is a highly influential executive position requiring the ability to translate strategic priorities into practical outcomes while balancing community needs, political considerations, operational demands and financial sustainability. 

Key responsibilities include: 

• Leading the strategic planning, prioritisation and delivery of Council's Infrastructure for Brisbane Program
• Providing executive oversight of complex infrastructure portfolios, budgets and asset investment strategies
• Representing Program and Budget Owners within governance forums and ensuring accountability for program performance
• Driving integrated asset management practices across roads, bridges, bikeways, footpaths, structures and public safety lighting assets
• Leading innovation, transformation and continuous improvement initiatives that enhance service delivery and public value
• Building trusted partnerships with elected representatives, executives, government agencies, industry stakeholders and community partners
• Providing expert strategic advice to senior executives, Council leadership and external authorities on infrastructure, asset management and investment priorities
• Embedding robust governance, risk management and performance reporting frameworks to support sound decision-making. 

About you: 

You are a respected executive leader with a demonstrated track record of delivering complex infrastructure, asset management or capital works programs within large and politically sensitive environments. 

A strategic thinker and influential communicator, you can successfully navigate competing priorities, build consensus among diverse stakeholders and lead high-performing teams through change. 

You will bring: 

• Significant executive leadership experience in infrastructure, asset management, transport, engineering, program delivery or a related field
• Proven success managing large-scale capital and operational budgets within complex organisations
• Demonstrated expertise in program governance, portfolio management, risk management and strategic planning
• Strong commercial and financial acumen, with experience optimising investment outcomes and resource allocation
• Exceptional stakeholder engagement and relationship management capability, including experience working with government, industry and community partners
• A contemporary leadership style that inspires performance, collaboration, innovation and accountability, with demonstrated leadership capabilities aligned to Brisbane City Council’s Leadership Blueprint 
• Experience leading organisational transformation and driving service excellence outcomes
• Highly developed communication, negotiation and influencing skills, with the ability to confidently engage at executive, political and public levels.

Desirable Qualifications 

• Professional Engineer Queensland (RPEQ) registration
• Accredited Practising Project Manager, Project Director or equivalent professional accreditation
• Experience within local government, transport, infrastructure or asset-intensive environments
