Census Engagement Manager, Homelessness


·      Several casual positions available 

·      $61.50 per hour (inclusive of 25% casual loading), plus superannuation

We are seeking people with experience engaging with people experiencing homelessness to support the accurate representation of the homeless and rough sleeper population in the Census.  About the Census

The Census of Population and Housing (the Census) is the most comprehensive snapshot of Australia and tells the story of how we are changing. It helps us understand what we need now, and into the future.

The Census is run every five years. It’s one of the largest and most important collections to count the number of people and houses in Australia. The Census asks questions about your age, country of birth, cultural background, living situation, work and education. It’s used to estimate Australia’s population, distribute government funds, and plan services for individuals, families and communities.

The next Census will be held in early August 2026.


About the role

As a Census Engagement Manager, you will be responsible for the management of engagement activities across your region of Australia with relevant communities and organisations.

Some Census Engagement Managers will also be responsible for general engagement relevant to the area they work in including assisting with field staff recruitment and sharing general Census messaging, including emphasising the importance of the Census.

Fostering positive relationships with key representatives within groups and organisations is paramount. You will meet with a variety of community stakeholders, documenting key events and cultural considerations.

It is expected that Census Engagement Managers will assist in the implementation of Census activities designed to support participation in the Census, including for people experiencing homelessness in specific regions. This may include promoting Census job opportunities and sourcing staff, coordinating in-person events, and planning the count of people sleeping rough.


As a Census Engagement Manager, you will

·      Be responsible for planning, managing and undertaking engagement activities specifically tailored to people experiencing homelessness in your area.

·      Be linked to a geographic home base area (size to be determined)

·      Assist in recruiting and providing training to a team of field and engagement staff, emphasising understanding and sensitivity towards people experiencing homelessness.

·      Conduct field work with safety and care and ensure the safety and wellbeing of your team.

·      Provide assistance in gathering support for the Census from community organisations and service providers, focusing on those that serve people experiencing homelessness.

·      Provide in-field assistance when required for Census assisted completion activities.

·      Supervise and provide assistance to a team of field and engagement staff for procedural queries as required.

·      Be responsible for the storage of materials relating to the promotion of the Census and where required, store materials for a team of field and engagement staff working in your area.

·      Perform other duties as requested to support Census participation. 


Key qualities and experience

·      Experience in planning, management and undertaking engagement activities for the homelessness sector and people experiencing homelessness. 

·      Demonstrated experience working within, or a strong understanding of the homelessness sector. Other relevant experience may also include related fields such as community services, housing, or youth and family services.

·      Strong connections across the homelessness sector and the ability to leverage those relationships in the promotion of the Census.

·      Ability to connect and engage with a range of service providers, communicating effectively and developing strong working relationships.

·      Ability to present information to groups of people through public speaking engagement.

·      Ability to work independently and make decisions with limited guidance.

·      Demonstrated sound local area knowledge.

·      Ability to lead and manage a team in a busy, high-volume environment operating with tight deadlines. Ability to competently use information technology such as mobile devices and web applications.

·      Cultural capability and inclusive practices and engagement are desirable for this role.

·      Ability to acquire an understanding of the Census and its processes, including work health and safety and handling personal information.

·      Ability to speak another language is desirable but not required.
